San Diego– Caltrans and the Federal Highway Administration (FHWA) today celebrated the start of construction on the next construction phase of the $611 million State Route 905 Project in Otay Mesa. This portion of the project has a price tag of $20 million and is entirely funded by federal money from the American Recovery and Reinvestment Act of 2009 (Recovery Act).
