During the October 2009 and January 2010 recipient reporting periods, some of the reports were found to contain significant errors. To meet the full transparency and accountability required by the Recovery Act, these reports are provided below.
Significant Errors
After the October 2009 recipient reporting period, a total of 682 recipient reports were identified as having invalid data in one or more of three fields – Funding or Awarding Agency (the recipient identified government entities that do not make awards, such as the Library of Congress), or Treasury Account Symbol. Omissions
The Recovery Act does not require recipients of the Department of Housing and Urban Development (HUD) Project-Based Rental Allocation (PBRA) grants for Section 8 Housing to file Recovery award reports. During the normal review process, following the end of recipient reporting on January 29, 2010, the Recovery Board identified 2,154 award reports that had been filed by recipients of these HUD grants. The Office of Management and Budget concurs with the Board’s decision to deactivate these records from Recovery.gov’s database. The list of the deactivated HUD reports is below. All data affected by the removal of these files was updated on February 10, 2010.

During the October 2009 reporting period, 12 recipient reports appeared to have overall incorrect and invalid data. At the request of the Office of Management and Budget, and with the Recovery Board’s concurrence, these reports were deliberately omitted from the database prior to the October 30, 2009 posting of the recipient data on Recovery.gov. To include them would have caused significant confusion for the public. The list of the omitted reports can be found in the PDF below.

After the October 2009 recipient reporting period, the Office of Management and Budget (OMB) provided the Recovery Board with a list from federal agencies identifying prime recipient reports that should have been filed for February 17 - September 30, 2009, but were not. OMB, agencies and the Recovery Board continue to review data and will provide supplemental lists including one for recipients that submitted data in the first reporting period (February - September 2009) but not in the second (October - December 2009).
