ORANGE, COUNTY OF
Orange County was officially awarded $7,522,900 from the DOE EECBG on September 15, 2009. The purpose of the project is to reduce fossil fuel emissions, reduce total energy use, and to improve energy efficiency in buildings, transportation and other sectors.
The Energy Efficiency and Conservation Strategy for Orange County is based on Orange County's Climate Change Plan. A formalized plan was adopted in September 2007 and was updated in 2009. This plan states Orange County's commitment to being a leader in energy efficiency, reducing greenhouse gas (GHG) emissions and environmental protection. The plan discusses climate change and has the updated inventory of GHG emissions from County government operations.
The proposed EECBG activities are intended to support the Climate Change Plan. The activities were broken into four categories and discussed with and approved by the Board of County Commissioners. The projects achieve both the goals of the Climate Change Plan (our EECS) and the EECBG.
The first category is Traffic and the proposed project includes the conversion of traffic signal bulbs to LED at 300 intersections. This will complete the upgrade of all county owned traffic signals to LED, resulting in reduced energy consumption and environmental benefits. This project is designed to reduce GHG and energy usage in the transportation sector. In addition, there will be a transportation electrification project to test PHEV & EV vehicles and charging stations.
The second category is Methane Recovery and the proposed project is the retrofit of the wastewater treatment plant to capture the methane and utilize it for electricity generation. The EECBG funds will help purchase a cover for a digester, which will be used to collect the methane. This project will result in significant greenhouse gas reductions and energy efficiency.
The third category is Energy Efficiency and Retrofits in County Buildings. EECBG funds will be used for energy efficiency retrofits in multiple county buildings and to purchase energy management software to increase energy efficiency. This is part of the larger energy plan to reduce energy consumption. Measures to be implemented include, but are not limited to the following: HVAC upgrades, installation of heat rejecting window film, solar water heater systems, lighting retrofits, occupancy sensors, and water-saving equipment retrofits. This will reduce energy costs, improve occupancy comfort, and expedite the replacement of outdated inefficient equipment. This project will result in significant greenhouse gas reductions, energy efficiency and support the Orange County Climate Change Plan.
The fourth category is Community Projects which includes more efficient and neighborhood friendly lighting at county sport field complex, a waste reduction study, a grant to the non-profit Orlando Science Center to install a more energy efficient HVAC system and implementation of a community wide climate change plan.

COMMUNITY INITIATIVES: Orange County Homeowners Energy Efficiency Program: 133 workshops held to date. Rebate incentives fully paid out. Central Florida Energy Efficiency Alliance, Solar Hot Water Heater Incentive Program, Pine Hills Pedestrian Friendly Improvements, and K-12 education resources all have been completed. ORLANDO SCIENCE CENTER HVAC: Completed. SOLID WASTE INTEGRATED RESOURCE PLAN: Completed. SPORTS FIELDS ENERGY EFFICIENT LIGHTNING: Completed. SHERIFF'S OFFICE PV INSTALATION: During an inspection by the Florida Solar Energy Center, it was determined that the solar PV panels did not meet contract specifications and will need to be replaced at the manufacturer's expense. Suitable replacement panels have been identified and ordered. LED TRAFFIC SIGNALS & STREET SIGNS: Completed. TRANSPORTATION ELECTRIFICATION: Completed. COUNTYWIDE ENERGY EFFICICIENCY UPGRADES: HVAC upgrade at Well Works was physically completed, but contract closeout paperwork is still pending. Lighting retrofits at the Orange County Administration Center and County Courthouse Building E were completed. Lighting fixtures for the rotunda in the Courthouse Building C were re-ordered due to an unforeseen site condition, but the remainder the lighting upgrade project for that building was completed. RENEWABLE ENERGY AT SOUTH WATER RECLAMATION FACILITY: Completed. CONVENTION CENTER LED LIGHTING UPGRADE: Completed. ENERGY MANAGEMENT SYSTEM & ENERGY INFORMATION SYSTEM (EIS): Completed items that the contractor omitted from the original installation at Corrections B Building. All projects now completed. |
