COMMUNICATION SERVICE FOR THE DEAF, INC.


Project Endeavor: This project will provide subsidized broadband access to up to 16,000 low income deaf/hard of hearing individuals living throughout the United States. Notebook computers or other connecting devices may be provided to up to 4500 income eligible individuals to assist them in access broadband services. Web based and contact center training and support services will be provided in English as well as American Sign Language. Training will focus on understanding broadband technology; web based video communication services and accessing commercial, social and vocational support service available on the internet.

Quarterly Activities/Project Description The project has completed the programming, equipment installation and training for a fully operational call center that can handle voice, video or web based customer supports calls. The center is conducting outbound calling, processing incoming inquiries and starting to determine individuals eligible for subsidized broadband services and equipment. Project Endeavor has selected a vendor to provide 4g/3g wireless broadband services for deaf and hard of hearing individuals living in appropriate coverage areas. The project is working to identify alternative broadband service and equipment options to best meet the broadband needs of consumers not living in wireless service areas. The project has launched a web site to support the project www.projectendeavor.com . The web site contains program information and training videos that are captioned and signed in American Sign Language. Notebooks (or similar connective devices) provided to consumers will be loaded with video instructional software or pointed to our web page to help consumers better understand and utilize broadband services including video relay and video interpreting services. Deaf and hard of hearing individuals, looking for work, are a special target population for the grant. Project Endeavour is working with State Vocational Rehabilitation programs to identify eligible consumers. The project's external evaluator is starting to gather data to measure pre and post program impact on the broadband adoption rate for low income deaf and hard of hearing program participants. We are intensifying our social media, print and internet outreach campaign. The project was featured in three deaf community publications this past quarter and presentations were given at 2 conferences.

Description of Jobs Created The following jobs were active for all or part of the reporting quarter, accounting for 26.5 FTE. Many new positions were not filled for the full quarter and several of the job descriptions have more than one staff person with that description. The following positions have been filled: Call Center Manager, 2 Call Center Supervisors, Training and Quality Supervisor, 17 Level I Customer Support Agents and 7 Level II Customer support Agents. This staff is employed to support a call center to do outbound calling, determine consumer eligibility for services, order services and to provide technical support. 2 Video Human Services Coordinators, a Curriculum Development Specialist, a Vocational Services Specialist and Video Service Manager have been hired to identify or develop web based training resources tailored to deaf and hard of hearing individual. They also provide direct referral to other web based video communication, human service and employment services programs. 2 PC Technicians, a Web Programmer and a Web Graphic Designer have been hired to provide technical assistance to help consumer set up broadband services in their homes and to develop web based training and instructional materials. A National Outreach Manager, an Events Coordinator, a Publication Specialist and Video Producer have been hired to create print, video and social networking materials to inform consumers about the Project and to participant in regional and national outreach events. A Project Manager and a Human Resources Specialist have been hired to coordinate and direct activities, monitor project milestones, compile reports and support the work of other supervisors. All but three of these staff are fluent in American Sign Language and all but seven are individuals with significant disabilities.
