University of Wisconsin-Extension is leading a collaborative effort to develop capacity and resources for educating residents of rural and underserved areas about broadband’s benefits. UWEX is partnering with five diverse communities to advance sustainable broadband adoption by approximately 23,500 new subscribers and increase broadband use by existing customers through innovative educational, outreach and marketing efforts. The 5 communities are: Superior, Chippewa Valley Region, Wausau, Menominee Nation and Platteville.

Quarterly Activities/Project Description During this quarter several significant activities were completed to assist us in completing the Building Community Capacity through Broadband initiative in a timely fashion. As a key first step, partners were brought together for a strategic planning meeting. This included our statewide partners and local partners from each of the five demonstration communities. During this meeting, overall goals were refined, grant deadlines and requirements reviewed and processes for data collection and communications were initiated. This meeting acted as a jumpstart for partners to begin community efforts. During this quarter project staff was also brought on board; The Communications & Web Manager created a weekly broadband headlines email sent to a growing list of collaborators and initiated a planning process for development of the website. The Project Manager began efforts to refine the educational outreach timeline and created a team calendar and the Fiscal Compliance Manager worked with University of Wisconsin-Extension Business Office to set up internal fiscal processes. The Office Transition Coordinator established temporary space for project staff to reside throughout the quarter. The Platteville and Wausau demonstration communities have hired their local community educators and participated in meetings with local last mile providers to inform them of this project as well as the Comprehensive Community Infrastructure project we are leading. Similar hiring efforts are advancing well in the other three communities. Sub-contracts were completed for three of the five communities; video production began on one of five vignettes to be used in outreach efforts; the first three webinars are being developed and will be delivered in Jan- March; a first draft of the structure for the proposed virtual inventors and entrepreneurs club has been developed; the Strategic Partnership Group began meeting monthly; surveys to establish baseline subscriber estimates was completed.
