The primary goal of the EETT program is to improve student academic achievement through the use of technology in elementary and secondary schools. It is also designed to assist every student ? regardless of race ethnicity income geographical location or disability ? in becoming technologically literate by the end of eighth grade and to encourage the effective integration of technology resources and systems with professional development and curriculum development to promote research-based instructional methods that can be widely replicated. In particular during the 2009-2010 grant-funding cycle attention should be given to: improving student achievement through the use of technology; assisting every student to become technologically literate by the end of the eighth grade; and encouraging the effective integration of technology. Additionally the Louisiana Department of Education encourages Local Education Agencies (LEAs) to align their Non Stimulus Title IID applications to the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. As part of the American Recovery and Reinvestment Act of 2009 the Presidential administration has consistently highlighted in his economic recovery proposal the urgent need to create 21st Century technology-rich schools and classrooms for America?s students to boost the U.S. economy in the short term as well as to prepare students for the global knowledge economy. ARRA Principles 1.Spend funds quickly and efficiently to save and create jobs. 2.Improve student achievement through school improvement and reform. 3.Ensure transparency reporting and accountability. 4.Invest one-time ARRA funds thoughtfully to minimize the ?funding cliff.? The LEA should spend funds to implement strategies established by the Local Education Agencies (LEAs) in collaboration with the Louisiana Department of Education (LDE) that target the four pillars in the ARRA. 1.College- and career-ready standards and high quality valid and reliable assessments for all students including English Language Learners and students with disabilities. 2.Pre-K to higher education data systems that meet the principles in the America COMPETES Act. 3.Teacher effectiveness and equitable distribution of effective teachers. 4.Intensive support and effective interventions for lowest-performing schools. To receive EETT Grant funds eligible LEAs must develop a process and accountability measures that will be used to evaluate the extent to which activities funded under the program are effective in: integrating technology into curricula and instruction; increasing the ability of teachers to teach; and enabling students to meet challenging state standards including technology literacy. Before receiving EETT funds an eligible applicant must have a new or updated long-range strategic educational technology plan that is consistent with the objectives of the statewide technology plan and that addresses the statutory local plan requirements.
