Quarterly Activities/Project Description The grant ended on September 30, 2011. 75.32 FTE's were reported by subrecipients as they closed out the program through the end of September. For the support of public elementary, secondary, and post secondary education and, as, applicable early childhood education programs and services. New York State primarily used the ARRA State Fiscal Stabilization Fund (SFSF) to restore proposed cuts in school aid compared to earlier levels caused by the severe economic recession effect on State tax revenues. The funds helped maintain school and classroom staff and associated educational activities.

Infrastructure Purpose and Rationale Educational stabilization funds may be used by some LEA's to construct or renovate facilities that will be used to educate children, such as classroom buildings, but not administration, maintenance or sports facilities. Infrastructure expenditures must conform to all applicable state and federal laws and regulations. At this time, the Department is not aware of any districts choosing to use Stabilization funds for construction activities. Any proposed projects are in the development and planning stage, have not received local voter approval, and have yet to be submitted to the department for approval. All projects will be reviewed and approved by the State Education Department. In New York, this Department is responsible for code compliance in schools and therefore will review all projects for compliance with ARRA requirements as well as Code, Safety and Health requirements prior to issuing a building permit.
