Contracts - AWARD SUMMARY
WASHINGTON RIVER PROTECTION SOLUTIONS LLC
The American Recovery and Reinvestment Act (ARRA) provided funding to accelerate Tank Operations Contract (TOC) out year work scope into Fiscal Years 2009 thru 2011. The benefits of acceleration were increased reliability and availability of infrastructure, facilities, and systems to support waste feed delivery to the Waste Treatment Plant and risk reduction for safe operations in Tank Farms. The acceleration resulted in significant jobs created and increases in the procurement of materials and equipment. The specific scope of RA work was identified in TOC Mod Number 089, Section J, Attachment J.15 ARRA SCOPE AND END-STATE MILESTONES. A summary of the major work deliverables, organized by the Analytical Building Blocks, is as follows:

Scope included Program Support for the Program Oversight Office, Project & Construction/Commissioning Management, Engineering Program, Environmental, Safety, Health and Quality Assurance, Industrial Hygiene, Emergency Operations, TOC Training, Finance, and Facility & Property Management.
Key Performance Parameter (KPP) units of measure were developed and tracked. The summary level KPP Revision 3 progress through the quarter (Q1FY12) is:

3) Equipment/Instrument Upgrades & Spares (515 of 515).

| Quarterly Activities/Project Description |
This Quarterly description addresses 1/1/12 thru 3/31/12 (Q2FY12).
The Tank Operations Contract (TOC) RA scope was definitized & the approved baseline for FY 2009 thru 2011 was maintained under strict TOC change control. Work was statused using the approved baseline schedule, certified earned value management system, project metrics & Key Performance Parameters (KPPs). From inception thru 9/30/11 the RA Project is 100% complete (BCWP/BAC) with a schedule variance of ($0K) and a favorable cost variance of ($15,320K). (As of March month end reports, the cost variance is $15,185K). Work was performed with an excellent safety record (no Lost Time Workday Injuries, 2 Recordable Cases & no Days Away, Restricted or Transferred Cases).
Closeout of the RA project was initiated in the first quarter of FY 2012 and completed in the second quarter of FY 2012 as scheduled through implementation of the DOE-ORP approved Recovery Act Closure Plan, which is non-RA funded. All 29 Closure Plan actions were completed. Key activities during the quarter included final reporting, submittals for evidence of work completion, closeout of procurement activities, final cost reconciliation, and records disposition.
Significant TOC Milestone from 1/1/12 thru 3/31/11:
Completed closeout of the RA Project.
Received DOE-ORP acceptance for the completion of one J.15 milestones:
Waste Feed Infrastructure Upgrades, Exhauster D&D (AW/AN).

With completion of the RA project in the 4th quarter of FY11, no new jobs were created in the 1st quarter of FY12. At the end of September 2011, (the fourth quarter of fiscal year (FY) 2011), the WRPS RA Project created 187.4 Direct FTE jobs and 420.7 total FTE jobs, including 44.3 Staff Augmentation and 189.1 Subcontract FTE jobs. |
