PUBLIC HEALTH, CALIFORNIA DEPARTMENT OF
The California Department of Public Health (CDPH) proposes to use American Recovery
and Reinvestment Act funds to promote wellness and reduce chronic disease through statewide
and local policy and environmental change in the areas of nutrition, physical activity, and
tobacco use. CDPH proposes to limit unhealthy drink availability (sugar-sweetened beverages
(SSBs)) by working to advance policy changes that address the sale of sugar-sweetened
electrolyte replacement beverages in California public schools. Additionally, CDPH proposes
media strategies in underserved communities that counter unhealthy drink choices and promote
healthy drink choices. The media strategies will build on two current campaigns: Soda Free
Summer (a counter-advertising initiative aimed at reducing soda consumption, but in this
proposal will include other SSBs and focus on underserved communities) and Rethink Your
Drink (our proposal will augment this current campaign that promotes healthy beverage
consumption in underserved communities). CDPH will work with key existing partners to lay
the groundwork for policy change to reduce access to SSBs and to deliver the most effective
media messages within underserved communities.
CDPH proposes a coordinated effort to advance joint use policies that decrease barriers to
communities’ accessing school facilities for physical activity. CDPH will partner with groups
that are already working on joint use and build on existing policies and efforts. To build
momentum for change, CDPH will provide mini-grants to selected low-resource communities,
which will serve as pilot sites. Successful strategies from these sites will be shared and
replicated across the state. Additionally, CDPH and its partners will engage community groups
to build grassroots support for joint use policies.
CDPH proposes to facilitate efforts to increase the protection against SHS exposure
provided to workers by addressing gaps that prevent California from achieving the national
standard for comprehensive smoke-free policy as defined by the Centers for Disease Control and
Prevention. CDPH will conduct regional forums with stakeholders, provide training to grantees,
outreach to the business community on the cost of SHS to business, produce a paid television ad
to address the dangers of SHS, and determine public support for protecting workers from SHS.
CDPH will also encourage all public schools in establishing and maintaining 100% tobacco-free
campus policies. CDPH will work with the California Department of Education on a committee
to discuss mechanisms and strategies to ensure compliance with tobacco-free school policies.

Grant Awarded 2/4/10 to 2/3/12. Legislative approval received on 4/5/10. Tobacco: expenses consist of staff, benefits, travel, and office expense; met with Los Angeles and Santa Clara County Tobacco Control Programs to coordinate smoke-free worksite goals and secondhand smoke media placement. met with 60 county health departments to provide an overview of ARRA activities. Statewide policy and environmental updates were provided to the Tobacco Education and Research Oversight Committee that provides oversight. Collaborated with Americans for Nonsmokers Rights on smoke-free worksite issues, and met with or contacted other California state agencies and organizations about smoke-free schools and worksites, secondhand smoke, and outdoor smoking issues. Subrecipient expenditure reporting is still pending contract approval. Nutrition: One state and one-half contract employee were hired; wrote policy briefs on electrolyte replacement beverages (ERBs) for the California Department of Public Health’s Administration; analyzed proposed state legislation (SB 1210 [Florez]) to levy a tax on sugar sweetened beverage (SSB); analyzed proposed state legislation (SB 1255 [Padilla]) that would eliminate ERBs from CA middle and high schools; developed 4 case studies on CA school districts that eliminated ERBs in middle and high schools; Developed project evaluation plan; Developed/disseminated request for proposals to fund community grantees to address SSBs.
