NORTH FLORIDA BROADBAND AUTHORITY


The North Florida Broadband Authority was awarded a Broadband Technology Opportunities Program infrastructure grant to expand High Speed Internet Access and Broadband capacity throughout a highly rural and significantly underserved region of Northern Florida. Economically depressed and falling further behind areas with greater population density, the North Florida Rural Area of Critical Economic Concern (RACEC) remained constrained by the lack of available and/or price competitive Broadband access, which further impeded business activity in the region, especially in attracting new companies. By investing in a wholesale High Speed Internet Access infrastructure (from which incumbents and new service providers could also benefit), greater access to information, markets, educational opportunities, and critical government services becomes readily available and competitive with those in metro service areas. The nominal link capacity of the fixed-wireless network is planned to be 200 Mbps, and will deliver up to 1 Gbps to Last Mile provider or anchor institution. The most common connectivity currently available to anchor institutions in the region is provided through fractional T-1's. The minimum bandwidth increment proposed by the new network will be 10 Mbps.

Quarterly Activities/Project Description The purpose of this project is to expand access to High Speed Broadband capacity in rural North Florida by providing open, wholesale high-speed Internet access to local service providers. As we draw closer to the completion of our core network, we focused our efforts this past quarter on customer outreach activities, pursuing e-Rate opportunities, connecting more Community Anchor Institutions, and finalizing the implementation of our network enhancement plan. We filed permits and continued to build-out our new Fiber Access Point in Palatka (Putnam County), which includes provisioning of an associated fiber connection to a communications tower in nearby San Mateo. We also continued to build-out and incorporate in-kind assets to extend our core network to reach our target customers and connect Community Anchor Institutions. We continued these deployment activities while addressing several power outage issues that occurred as a result of severe thunderstorms that affected our geographic region this past winter. We also worked on compiling vendor closeout documentation from our engineering and deployment contractors for each of our core network tower sites. This activity is part of our broader effort of performing administrative closure for the project as we transition into long-term operations management. Our business develop team continued to reach out to local community leaders and anchor institutions in our service region to generate interest and to create awareness for the broadband adoption opportunities that have been made available to them through the BTOP-funded infrastructure that we successfully deployed during this project. We also continued to work with our Last Mile partners to provide connectivity and broadband services to more Community Anchor Institutions with our Middle Mile network infrastructure.

Description of Jobs Created 0.00 new jobs were created this quarter and 8.66 existing jobs were retained, which reflects our continuing trend in fewer jobs created / retained as a result of fewer network deployment personnel being required in the field as we draw closer to the completion of our core network infrastructure. These jobs fall in the categories of project managers, deployment managers, deployment technicians and field supervisors, deployment quality assurance and safety inspectors, system integrators, legal and compliance services, and project administrative support staff.
