Caterpillar Inc. is a manufacturer of construction equipment and diesel engines with a primary non-governmental clientele. The governmental market sector is traditionally a very small component of overall corporate sales. ARRA-funded procurements represent an even smaller segment, and are characterized by low volume delivery orders typically comprising a single machine per agency order. That low volume, and the inconsistent frequency of order receipt, does not support any calculation or meaningful reporting of either job retention or creation. The employee workforce exists to support forecasted build schedules commensurate with a non-governmental customer base. Periodic receipt of an ARRA-funded delivery order has no bearing on employee head count. In all present circumstances associated with Caterpillar meeting the ARRA reporting obligation, the appropriate response for jobs created is zero and jobs retained is less than 1. |
