HIGHER EDUCATION, MISSOURI DEPARTMENT OF
The MDHE is collaborating with six community colleges across the state to establish or expand a total of 23 public computer centers (PCC) in targeted areas. These facilities will function as one-stop technology centers for launching new opportunities and new careers, with a specific focus on the unemployed and underemployed citizens in the targeted areas. The computer centers will be located on the college campuses and at sites in the communities where vulnerable populations live. The colleges will also use mobile computer technology to bring broadband access to vulnerable populations in Missouri communities. Each college will be creative in the approach to delivering PCC services in order to accommodate diversity and variation within the region.
The PCCs at the participating Missouri community colleges will provide:
- Public access to broadband technology at new or expanded computer centers staffed by knowledgeable personnel who are sensitive to the needs of the vulnerable populations to be served
- Courses in Basic Digital Literacy, including an introduction to using the technology careers (courses will be free of charge to the public)
- Outreach to the vulnerable populations in the service area of each community college
Through this project, Missouri community colleges will enable vulnerable populations to access broadband services for a variety of purposes including, telemedicine (accessing personal health records), small business development, education, social networking, job searches, research, and personal enrichment.

This quarter, the Missouri Department of Higher Education continued to provide grant guidance and administrative support to grant subrecipients.
St. Louis Community College continued to offer free digital literacy courses at both the Center for Workforce Innovation and the Harrison Educational Center.
Three Rivers Community College reported six of the seven public computing centers are fully operational and held nine digital literacy courses. The last public computing center is in the process of being located and set-up and it is anticipated that it will be operational during the next quarter.
Metropolitan Community College discussed offering digital literacy courses with other Kansas City area agencies including Harvesters, which would give them access to staffs and patrons of 100+ partner agencies, and Kearney Public Schools, to determine how digital literacy training could help district families. They also discussed possible partnership with Connecting for Good, a non-profit agency that provides free Wi-Fi to low-income housing areas and discounted refurbished computers. Train-the-trainer sessions were provided to select staff members from Connections to Success so they could provide digital literacy training to their clients. Most revisions of the digital literacy curriculum enabling completers of all modules to qualify for two hours of Metropolitan Community College academic credit are complete and will be implemented next quarter.
Moberly Area Community College hired additional part-time instructors to teach in the Edina and Hannibal locations. The addition of computers at the Columbia location reulted in increased access.

Missouri Department of Higher Education=0.5 jobs--Grant Administrator to oversee administration of the Broadband Technology Opportunity Program (BTOP) grant and subrecipients' programs.
Jefferson College=3.27 jobs--Computer Lab Support personnel positions work in the public computer center labs to support users with their questions and assist users with broadband technology use. Course instructors are responsible for the design and delivery of digital literacy courses.
Mineral Area College=0.14 jobs—Faculty positions for teaching digital literacy courses.
Moberly Area Community College=3.14 jobs--Instructional Technology Specialists have been employed to implement broadband opportunities in the service region. Part-time faculty has been employed to teach digital literacy courses.
Metropolitan Community College=10.40 jobs--Lab Assistants provide direct technical assistance to participants. The Administrative assistant position supports the Program Manager and tracks participant data. Metropolitan reports that they have been down 1-2 positions this quarter and are determining how to fill them for the remaining time on the grant. One new person was hired during this quarter and will begin in the second quarter. The Administrative Assistant supports the Program Manager and tracks participant data. The Program Manager manages all aspects of the Broadband Technology Opportunities Program. The Network Support Specialist tracks the number of public computer center users, as well as supervises and coordinates the scheduling of the lab assistants and computer support specialist with the staff of the campus computer labs. The Computer Support Specialist’s major function is the operation of the mobile lab. They also facilitate custom digital literacy training to the Kansas City-area agencies and to audiences in locations outside the regular campus computing centers. Also, this quarter Metropolitan has greatly reduced the number of Microsoft Office Specialist and CompTIA A+ and Net + classes offered, which slightly reduced FTE from last quarter.
Three Rivers Community College=7.00 jobs—Positions consist of full-time and part-time positions which assist public computing center lab users, issue temporary passwords, perform basic troubleshooting, and replacing out of service computers with spares.
St. Louis Community College=6.00 jobs--Educational Assistants works in the public computer center labs to monitor use of the computing center areas and what the public is viewing, assign computer/laptop use, support user questions, complete minor repairs/updates to lab computers, assist instructors with course schedules, track data for monthly use, and introduce the public to the program. Two of the three educational assistant positions ended this quarter. The Project Manager functions to implement the program at both computer center sites. Instructor positions provide teaching of digital literacy courses. |
