WORKFORCE DEVELOPMENT INSTITUTE, INC.
The Workforce Development Institute will collaborate with the NYS utilities, International Brotherhood of Electrical Workers (IBEW), the Northeastern Joint Apprenticeship Training Committee (or NEAT), the National Electrical Contractors' Association (NECA) for the purpose of continuing and expanding a multi-stakeholder effort to: a) determine numbers of lineworkers available versus numbers needed for various projects and the timing of the need, b) recruit up to 450 new apprentices based on this need, c) train all categories of lineworkers in all facets of utility linework, including new technologies, d) place apprentices and journeymen in employment. To ensure the success of apprentice recruiting efforts, a pre-apprenticeship program will be used to determine the applicants that will be most successful and provide ground labor when needed. The project will result in up to 450 new apprenticeship positions over a 36 month period as well as a career path/advancements for these 450 individuals who will move from pre-apprentices to apprentices to journeyment. This project will also result in the training of current line workers (current apprentices, journeymen, ground hands, equipment operators etc.).

Training had been halted the previous quarter due to Super Storm Sandy cleanup and repairs in Long Island and other affected areas of NYS. The severe weather over the previous months, in addition to Sandy, caused a backlog in training for both Local #1049 and Local #1249. Training in both locals for apprentices and journey workers began steady at the beginning of the quarter. The following courses for apprentices and journeymen took place during the quarter: Confined Space, Digger Derrick, First Aid/CPR/AED, Pole Climbing II and III, Crane Operators Certification, DC Theory, Pole Framing, Introduction to Transformers, Three Phase Transformers, Hot Sticks, CDL training, NJATC Rigger/Signal Person training and supervised testing. A total of 161 Apprentices (both the 129 new apprentices recruited/retained since the start of this program and those that were apprentices before this program) received ongoing on-the-job training. The program dictates that apprentices move through strict training phases and be tested on each one. Therefore, activities during the quarter also included testing of apprentices on a number of job responsibilities. A total of 12 apprentices graduated to journeyman status during the quarter and 2 dropped out of the program.

A total of 129 line worker apprentices were recruited, completed their initial training (called boot camp) and remained in the program working at least part time during the quarter (since Program Inception) . One new boot camp was run in the quarter. It started at the end of March. Due to the timing of this report, the numbers from that boot camp are NOT included in the total of 129 apprentices. All 129 apprentices generally worked full time during the quarter. The workload for Local #1249 and #1049 has been steady this quarter. Members of both locals were still doing restoration work from storms. There were a couple of journey workers laid off in Local #1249 and there was 100% employment in Local #1049. An analysis of actual hours worked by all apprentices shows that there were 1.025 FTE for each apprentice.
For the purpose of this report, we count all NEW line worker jobs created and retained since the start of the Grant. Pro-rating for the actual FTE hours worked, a total of 132.23 line worker FTE were retained during the quarter.
In addition, 3 FTE of Training/Admin staff were also reported for the period.
In summary 135.23 FTE were retained during the quarter. Since this project is funded 50% with ARRA funds, this translates to a total of 67.61 FTE.
Note ? new line worker apprentices receive formal classroom training on weekends (Boot Camp and other formal training) and on-the-job training during the week. As soon as an apprentice starts training, he/she also becomes eligible to work for local electrical contractors. Because of the demand for workers in this field, most apprentices begin working full-time immediately. Therefore, while the apprentices are not directly supported by ARRA funds, the intense training they receive through these ARRA funds makes them eligible to work as a line worker in a demand industry. Thus, new line worker apprentices recruited and retained in the program are counted as FTE.
