VIRGIN ISLANDS PUBLIC FINANCE AUTHORITY


The Virgin Islands Public Finance Authority (VIPFA)/Virgin Islands Next Generation Network (viNGN) Public Computer Center (PCC) Program is designed to provide free computer access and training through a selected number of public libraries, other local government facilities and community centers throughout the U.S. Virgin Islands. The VIPFA/viNGN team is committed to serving the homeless, underserved, unemployed, youth, seniors and minorities throughout the U.S. Virgin Islands. VIPFA/viNGN will provide access to current technology to underserved residents, in an effort to bridge the digital divide. By providing basic digital literacy training and technical assistance, VIPFA/viNGN's goal is to assist the people of the U.S. Virgin Islands to adapt to a rapidly advancing digital lifestyle.

Quarterly Activities/Project Description During Quarter 1, CY 2013, the VIPFA/viNGN team, along with its Public Computer Centers (PCC) partners, continued to successfully operate seven (7) PCCs, four (4) on St. Croix and three (3) on St. Thomas. The team also prepared to open twelve (12) additional PCCs during late April/May 2013 by supplying them with computers, servers and software. Webcams, televisions and printers are scheduled to be installed in these PCCs during April/May 2013. The remaining nine (9) PCCs are scheduled to open in stages throughout the Summer of 2013. The team also focused its efforts on increasing the number of residents who complete the Digital Literacy training course that is offered in collaboration with CyberLearning, Inc. and the National Education Foundation (NEF). By making the training program available on-line at www.vingn.com, in addition to through its PCCs, the team has ensured that the training is even more accessible. During the quarter, the team recorded an increase in the number of people who registered for the course. With the PCC program’s funding allocation, a total of 621 individuals have registered for Digital Literacy training, with a total of 176 individuals completing the course. For the advanced course offerings, 394 licenses were issued for courses, such as GMAT Prep, Systems Engineering, Cisco Certifications and Business Management. The team also partnered with the U.S.V.I. Division of Personnel, the U.S.V.I. Department of Labor and the U.S.V.I. Bureau of Information Technology to provide “Train the Trainer” Digital Literacy training to two (2) to three (3) employees from each local government department and agency. In addition, the team was recognized as “The Best Afterschool Tutorial Program For 2013” and “The Best E-Commerce Provider For 2013” in the Territory, by the readers of the Virgin Islands Daily News. The "Best Of" Annual Voter Survey, conducted by the Virgin Islands Daily News, recognizes excellence among businesses and for services.
