YOUTH POLICY INSTITUTE INC
The Youth Policy Institute (YPI) Public Computer Centers (PCCs) will bring expanded broadband access to low-income residents of Los Angeles. The project will create and expand 80 Public Computer Centers to provide access to technology, education, and training resources not currently available for residents of these communities, through the LA ParentSmart and Family Technology Project Portal websites as well as existing education and training programs.

| Quarterly Activities/Project Description |
During Q1 2013, the Youth Policy Institute (YPI) performed a number of activities related to the upkeep, maintenance, and sustainability of Public Computer Centers throughout Los Angeles. Four (4) additional computer labs were installed, bringing the total number of computer labs in operation up to 83. YPI also continued to coordinate scheduling at Public Computer Centers to increase usage, and to increase the number of digital literacy courses available to the public. In addition to delivering core curriculum, computer instructors continued to develop new courses to meet demand, and began developing curriculum for summer youth camps. YPI also drafted and distributed the first EdTech Newsletter containing best practices and helpful resources.
YPI continued advertising its services by hosting and participating in community events related to Digital Learning Day, Cash for College, Get Out the Vote, and the launch of Connect2Compete?s EveryoneOn Campaign.
On March 21, 2013 YPI?s BTOP program director presented before the California Broadband Council to share best practices and communicate needs around digital literacy and broadband adoption programs throughout the state of California. Program staff also met with a number of public and private agencies to discuss opportunities for sustaining YPI?s public computer centers beyond the length of the Broadband Technology Opportunities Program (BTOP) grant.
As relates to grant management, YPI program staff continued collecting and reviewing match documentation, drafted and finalized documents and procedures related to program close-out, managed BTOP Equipment Inventory, and continued to monitor data to ensure accuracy.
YPI looks forward to continuing its efforts in Los Angeles.

Broadband Technology Opportunities Program (BTOP) staff worked 6264 hours towards program related activities during this quarter. Below is a brief summary of the activities performed by each grant-funded position. The Project Director drafted and submitted progress reports, oversaw compliance matters, attended meetings with community partners and potential funders, managed department staff, and contributed to discussions around best practices for the management of Public Computer Centers and Digital Literacy programs. The Accounting Manager assisted with reporting and financial accounting related to the BTOP program. The Assistant Director coordinated the installation of four (4) additional Public Computer Centers, managed day-to-day operations and logistics, assisted with the planning and execution of Digital Learning Day activities and the launch of the EveryoneOn Campaign, assisted with the review of instructor and user data to ensure accuracy, continued collecting and reviewing matching documentation, assisted with drafting content for the EdTech Newsletter, drafted documents and procedures related to close-out, managed department staff, and conducted staff evaluations. The Senior Technician compiled usage data for monthly, quarterly, and annual reports, assisted with the development of a new e-mail based usage data tracking system, coordinated and oversaw the deployment of this new system at 53 of our 83 sites, managed the Helpdesk system, assisted with the resolution of Helpdesk tickets, assisted in creating the document templates and procedures related to the close-out, coordinated the technical aspects of the installation of four (4) additional Public Computer Centers, managed BTOP Equipment Inventory, and began the equipment verification process. Program Coordinators assisted in the coordination for the installation of four (4) additional Public Computer Centers, assisted with the planning and execution of Digital Learning Day and the launch of the EveryoneOn Campaign, coordinated scheduling at Public Computer Centers to increase usage, monitored instructor and user data to ensure accuracy, contributed content for the EdTech Newsletter, began developing sustainability plans for each Public Computer Center, collaborated with Public Computer Center partners to host events such as Cash for College and Get Out the Vote, and developed and hosted professional development training for instructors. Computer Technicians assisted with the resolution of trouble tickets at BTOP Public Computer Centers, performed regular maintenance, assisted with the installation of four (4) new BTOP Public Computer Centers, assisted with the regular maintenance of the department website, assisted with the planning and execution of Digital Learning Day and the launch of the EveryoneOn Campaign, and began conducting final inventory at Public Computer Centers for equipment verification purposes. Part-time Computer Instructors taught digital literacy courses ranging from Introduction to Computers to Microsoft Office, to K-12 Student Workshops, continued to develop new curriculum for Public Computer Center classes, conducted outreach to increase usage of Public Computer Centers, attended professional development training, contributed to department?s Get Out the Vote campaign, and began developing curriculum for summer youth camps. |
