VIRGIN ISLANDS PUBLIC FINANCE AUTHORITY
The Comprehensive Community Infrastructure Award will be utilized by the Virgin Islands Next Generation Network (viNGN) to lease and build out a middle-mile, high speed Internet access fiber optic infrastructure throughout the U.S. Virgin Islands. The key objective is to provide reliable, more secure, faster and more cost effective ethernet transport to service providers and Community Anchor Institution (CAI) tenants throughout the Territory, in an effort to drive economic growth and to provide service providers wth the means to provide reliable and affordable Broadband services to consumers throughout the Territory. viNGN's infrastructure will be deployed to Community Anchor Institutions (CAIs), such as government departments and agencies, non-profit organizations, local university campuses, public safety entities, healthcare delivery providers, and other key community stakeholders, several of which are located in economically distressed areas, to also support national efforts in education, health and public safety.

| Quarterly Activities/Project Description |
During Quarter 1, CY 2013, the VIPFA/viNGN team was at the peak of activities for the build out of its network. As of March 31, 2013, 80% of the trenching was completed on St. Thomas. The trenching work was conducted in two segments on St. Thomas to expedite the construction and to minimize traffic disruptions. Segment A was trenched on the south western end of the island, near one of the main Community Anchor Institutions (CAIs), the University of the Virgin Islands, during Quarter 1, CY 2013. Segment B continued to be trenched along the north eastern and south eastern ends of the island, near other CAIs, e.g. the Edith Williams Elementary School. On St. Croix, nearly 90% of the trenching was completed as of March 31, 2013. Most of the trenching was along Centerline Road, in close proximity to CAIs, e.g. the Boys’ & Girls’ Club, the University of the Virgin Islands and Central High School.
Following the completion of three FAPs during Quarter 4, CY 2012, the team continued to work to complete the construction of a Type C FAP (Facility Access Point) on St. Croix at Estate La Reine, which was nearly 90% complete at the end of the quarter. All remaining FAP construction activity for the project is projected to be completed by July 31, 2013.vAlso, aerial and underground fiber installations started on St. Croix and St. Thomas and are well on the way to completion during July, 2013.
During the quarter, VIPFA/viNGN signed contracts for aerial fiber installation, fiber splicing, splicing material, lateral drops and lateral drop hardware for St. Croix. Contracts for fiber splicing, splicing material, lateral drops and lateral drop hardware were also signed for St. Thomas/St. John. Contracts for FAP DC power/batteries, FAP generators and FAP equipment and installations and the OSS/BSS system were also signed.
Training for Tree Boa handling was held for staff and contractors who will install aerial fiber on the east end of St. Thomas, one of the Tree Boa’s habitats.

The total number of jobs created or retained as a result of the Virgin Islands Public Finance Authority (VIPFA)/Virgin Islands Next Network (viNGN)'s Comprehensive Community Infrastructure (CCI) project is 59.12, with 19.59 jobs created and 39.53 jobs retained. The total number of jobs retained within VIPFA/viNGN to directly support the implementation of the CCI program is 11.17. Based on reports received as of the submission of this report, vendors created a total of 19.59 jobs and retained a total of 28.36 jobs. The jobs created in association with the CCI grant during Quarter 1, Calendar Year (CY) 2013 are primarily associated with project management and support of planning, construction, engineering, and related trade activities.
