The Connect Arkansas Sustainable Broadband Adoption is a three year program funded by the American Recovery and Reinvesting Act. Connect Arkansas Sustainable Broadband Adoption outlines a public education program that focuses on students, 5th to 12th grade, using the internet to learn about entrepreneurship. The students, with their parents, will engage in technology training during this SBA program. Additionally, Connect Arkansas will partner with the University of Arkansas for Medical Science (UAMS) to deliver an education awareness program that will support the improved adoption of telehealth and broadband technology in the delivery of health care within Arkansas's 57 impoverished counties.

Quarterly Activities/Project Description During the 1st quarter of 2013, 117 students and their families from five counties, attended Technology Training classes and received 117 scholarship computers through the Computers for Kids program. The Arkansas SourceLink site continues to be updated with new and exciting information for entrepreneurs and existing businesses to utilize in the development of their ideas. The Entrepreneurship Program has focused on video curriculum to parallel the class room material. At this point the Entrepreneurship Program has surpassed the overall goal of the grant, 1500 students, with the current student count nearing 2150 students. The Entrepreneur Team also presented at the Environmental and Spatial Technology (EAST) Initiative National Conference held at Hot Springs, Arkansas in February. Round 2 of the Ad Campaign launched in March in newspaper, radio, TV. 57 radio interviews about Connect Arkansas programs and services were conducted. There were 23 news releases promoting Adult Digital Literacy classes, and 2 news releases on Computers 4 Kids. Direct mail was sent to 625 religious leaders promoting services and information available through Connect Arkansas.

Description of Jobs Created During the 1st quarter of 2013, a Marketing Intern position was created. This individual will be responsible for handling incoming calls from people who are seeking broadband service or better service. The Marketing Intern will also be assisting in all Connect programs where needed. No changes in the 4th quarter. A Program Analyst position was created in the 3rd quarter of 2012. This individual has knowledge, skills and abilities to work with High-Speed internet providers within Arkansas to develop a discount internet access program. This individual is responsible for developing, implementing and maintaining a discounted high speed internet partnership program. The Program Analyst will contact broadband providers in Arkansas to determine how each plan will be priced and operate. This position will initiate a program with the providers to assist lower income residents so that it will be possible for over 400,000 residents to finally subscribe to high-speed internet. Managing the partnership program website, monitoring, supervising and tracking multiple project activities on a daily basis at the state, regional, county, and local levels and documenting compliance of these activities with established performance standards are also responsibilities of this position. The Program Analyst will meet with high-speed internet providers to ensure program participation, develop and maintain the program for identifying eligible participants, prepare and present oral and written information and reports as well as other duties associated with removing highspeed internet adoption barriers.
