Contracts - AWARD SUMMARY
WHITING-TURNER CONTRACTING COMPANY, THE
This project is a Design-Build project of a renewably fueled cogeneration combined heat and power system for the Canandaigua VA Medical Center in Canandaigua, NY. The new renewably fueled cogeneration system will provide the Canandaigua VAMC with two (2) brand new close-coupled biomass fueled gasifier/boilers capable of producing high pressure steam in sufficient quantities for heating campus buildings, onsite laundry facility, and to power a new back-pressure steam turbine generator that will produce no less then 320 KW of electrical output. The new boiler plant will be powered by renewable woodchips and will be stored on site in a below grade storage bunker with boiler woodchip fuel feed and grading delivery system. The cogeneration system will also included an Electrostatic Precipitator (ESP) to meet all federal and state EPA air requirements as well as an ash handling system. In addition to the new boiler house and wood chip storage bunker, upgrades to site utilities, storm water, access, and layout will also be part of this project.

Design: The "For Construction - Final Submission" documents submitted to the Owner in December 2011, which to date still has not been responded, accepted, or approved by the owner (VA). To date there have been ten (10) Amendments issued to the owner (VA). None have been offically responded, accepted, or approved. About 95% of the submittals have been sent or approved. However; many submittals that have been approved may require changes as a result of final direction received by the Contracting Officer. Construction: Construction is essentially stopped due to major disputes which require resolution prior to proceeding with any significant work. Despite multiple requests by Whiting-Turner no payments have been received by Whiting-Turner since April 2012. |
