The Race to the Top Assessment program provides funding to consortia of States to develop assessments that are valid, support and inform instruction, provide accurate information about what students know and can do, and measure student achievement against standards designed to ensure that all students gain the knowledge and skills needed to succeed in college and the workplace. These assessments are intended to play a critical role in educational systems. provide administrators, educators, parents, and students with the data and information needed to continuously improve teaching and learning; and help meet the President's goal of restoring, by 2020, the nation’s position as world leader in college graduates.

Staffing: Achieve, PARCC’s management partner, has staffed all positions permanently. For Florida, as PARCC’s fiscal agent, all positions are filled. Twelve of the 19 PARCC governing states have filled their respective implementation positions or are in the process of filling them.
Contracting: Contracts are in place for a Technology Audit Tool, Technology Systems Architecture and Management Services, Educator Leader Cadres, and Test Item Development. The procurement for field testing was re-issued through the state of Indiana following an August 2012 bid protest, and contract execution is now expected by 4/05/13.
Assessment Design & Development: Achieve, Florida, and other PARCC states continue to be engaged in a number of tasks related to the design and development of PARCC assessments and stakeholder supports.
Technical Working Groups: PARCC continues to convene operational and technical working groups in person and via conference call.
Membership: PARCC has a total of 22 members, with 19 of those acting as Governing States.
Expected Grant Outcomes: By the end of the grant period, it is expected that the consortium of 23 states, with vendor assistance, will implement a full field test of summative computer-based assessments in grades 3-11 in English/language arts and grades 3-8 and high school mathematics. In addition to the assessments, which will be administered in each state, the consortium will provide a variety of supports for implementing Common Core standards and these assessments.
