This program will establish a State Advisory Council on Early Childhood Education and Care.By virtue of federal Public Law 110-134 it becomes necessary to develop an organism that will be responsible for the matters of early childhood and will serve as a vehicle to develop and implement a comprehensive system that integrates the efforts directed towards filling the needs of children in the early years. The Council on Childhood shall carry out the folllowing outcomes: conduct a need assesment, identify opportunities or barriers to collaboration and coordination among federally funded and state funded child care development, child care, and early childhood education program and services including collaboration, develop recommendation for increasing the overall participation of children in existing federal, state and local child care and early childhood education programs, including outreach to underrepresented and special population, develop recomendations regarding the establishment of a unifield data collection system for public early childhood education and development programs and services througthout Puerto Rico. Also develop recomendations regarding statewide professional development and career advacement plans for early childhood educators, Make recomendation for improvement in early learning standards, coordinate programs that provide services to children from birth to eigth years old to better target their care, development and educational needs. Finally, oversee the implementation of a public policy that promotes the goal of creating a comprehensive system of integrated, equally available and coordinated services focused on providing children with the opportunity for optimal holistic development among others outcomes activities.

Project Activities Description Early Childhood Education
Quarterly Activities/Project Description (I) TAP: In this quarter the object for this project was completed with the technical assistance visits, educational lessons and materials delivered to caregivers of children. Started the last phase in which the child care program supervisor evaluated 6 of the 8 participating households which were evaluated by family Child Care Environment Rating Scale. (II) PASITOS (Quality Rating Improvement System (QRIS): Implemented in 48 municipalities; UPR, Rio Piedras is providing services to: design the Guidance for the Family and Mentors, advising in Licensing Committee and Quality Measurement System for ?PASITOS?. We completed the second phase for auto evaluation for 100 participating centers and also changes were made in the database. Recommendations were integrated for ?PASITOS? instrument and, provided training to the participating center with ?CENTRANA? (Program of Department of Family). The 36 contracted mentors made 300 visits to 100 participant?s center to give follow up to the development plan performed during the 1st phase. (III) Subcommittee in Licensing: hired legal advisor work in the process of drafting a new updated licensing. (IV) Data System: A hired Specialist begins with the questionnaire to gather the data for Program Early Head Start, Head Start, CCDF and Private Center. (V) Early learning standards: 7 training impacted 129 participants and 20 of them participated in a trainer the trainer seminar. (VI) Scholarship Program: Begin the site visits activities pertaining to the CDA certification provided by UPR Bayamon and visits the 25 scholarship recipients, 24 were evaluated and 17 passed certification. In October the 25 scholarship recipients approved the Special Education Course (0-5). (VII) Socio-emotional Development for Parents: A committee to establish the step for the guideline to implementation process of the modules.
