Guam enjoys certain advantages and disadvantages in terms of broadband adoption. While its population is generally concentrated in the center of the island, making it logistically easy for providers to serve the majority of the population, broadband penetration and adoption may be low because of the limited number of local Internet Service Providers (ISPs) as well as the relatively low income per capita, among other factors. One Economy and its consortium partners will map where Guam's population is served, unserved, and underserved by broadband to contribute to the national broadband map, and will identify through its planning work what if any barriers prevent Guam's residents from adopting broadband.
One Economy will immediately begin implementation of its broadband mapping plan to create a comprehensive, publicly available, and continually-updated map of broadband availability and a blueprint to spur greater high-speed internet access and use in the Territory of Guam.
As part of this process, One Economy will work with data providers, community anchor institutions, and other local stakeholders to obtain all the necessary data to meet the National Telecommunications and Information Administration (NTIA) deliverables. Next, One Economy will engage Geographic Information System (GIS)experts and systems engineers to create and continually verify a base map from provider data.
One Economy will engage local communities around Guam through a series of community meetings that will be conducted at the end of the first quarter of 2011 to best understand the local barriers to sustained adoption in terms of access, use, knowledge, and cost. Next, in quarter 2, One Economy will conduct a survey of the populace of Guam using questions that focus on the local problems identified in the previous step. Over quarter 3 and quarter 4 One Economy will create an interactive web portal to show the map of broadband availability. One Economy will combine these findings with the verified mapping data to create a comprehensive blueprint for greater adoption in Guam that will include public policy recommendations, potential public-private partnerships, and other data-based solutions.
The sustainability phase will commence after the first year of production and will continue beyond the grant completion. One Economy will continue working with local stakeholders to help create plans to implement the Blueprint and develop the necessary documents to provide training over the course of project implementation to Guam and so that the One Economy's work can continue at a high level of functionality beyond the Grant's completion.

In the first quarter of 2013, One Economy finished the final version of the Digital Inclusion Blueprint. Representatives from One Economy visited Guam for the fourth and final time to gather information on community anchor institutions as well as to promote the One Economy spurred IT&E project to connect Guam's branch libraries. One Economy's community liaison continued his community outreach to try to get as many residents of Guam as possible to take the speed test. He did this by having announcements on the radio and in print media. Additionally, he met with people all around Guam to ask them to take the speed test, especially those in places that are underserved. BroadMap has continued to verify, update, and submit the provider data and CAI information. BroadMap submitted its data deliverable on time at the end of the quarter. |
