EAGLE-NET ALLIANCE
EAGLE-Net Alliance has developed a public/private/state partnership to bring broadband service to school districts, libraries and community anchor institutions across Colorado. The project addresses the lack of affordable high-capacity broadband access at many rural and underserved school districts and educational institutions, many of which currently rely on outdated copper-based telecommunications facilities. The Educational Access Gateway Learning Environment Network (EAGLE-Net) Alliance will be a hybrid of slightly over 4,000 miles of terrestrial fiber and microwave wireless broadband expanding services across each of Colorado's 64 counties. Among the approximately 223 institutions to be connected at speeds from 10 Mbps to 1 Gbps are 179 school districts, 26 libraries, 15 community colleges, and 3 universities, including the University of Northern Colorado, the Air Force Academy and Colorado College. The school districts to be initially served represent more than 1,100 school and 685,000 students (with growth to over 1,700 schools and 830,000 students), many from economically vulnerable populations, including Hispanics, and other English-second language users, African Americans, Native Americans, and low income and at-risk youth.

On December 6, EAGLE-Net received notice to suspend all construction activities due to selected route modifications that had not been covered or approved in the initial approved state-wide Environmental Assessment. Therefore, we stopped all construction activities at that time, and have submitted amended and revised environmental documentation that is now being reviewed. So, there are no construction updates or CAIs added since that date. All activity has focused on responding to NTIA requests and questions regarding completion of all steps in the process to have the temporary suspension lifted. Community Outreach activities continued with team members meeting with CAIs, local governments and technology teams. |

With the temporary construction suspension on December 6, and therefore no new construction or design activities during the quarter, the number of subcontract labor FTEs decreased dramatically. Overall, EAGLE-Net staff hours including administrative and engineering/technical personnel totaled 13.24 FTE. Contractors' technical and administrative jobs to support the project totaled 19.49 FTE. The total of EAGLE-Net Alliance and its contractors' hours totaled 32.73 jobs created or retained by Recovery funds during this quarter. |

As described in the award description, the EAGLE-Net Alliance grant will greatly improve Colorado's broadband infrastructure by connecting 223 community anchor institutions via a hybrid of terrestrial fiber and microwave wireless broadband. This newly built as well as improved existing infrastructure will serve all 64 Colorado counties and over 685,000 students for years to come. Along with this infrastructure improvement, jobs will be created to build and maintain the network in addition to jobs created in smaller and more rural communities as the potential of the new broadband possibilities are realized. |
