COMMONWEALTH OF THE NORTHERN MARIANA ISLANDS
This project supports water quality management planning activities that are authorized under the Clean Water Act (CWA) and American Recovery and Reinvestment Act of 2009. The goal of this project is to document the existing and possible future environmental impacts of on-site wastewater disposal systems in two unsewered homestead areas of Saipan - namely Dan Dan homestead and Kagman homestead. The goal of this project will be accomplished by: 1) completing an on-site disposal system survey to collect information about the existing on-site disposal systems; 2) analyzing the data collected during the survey to determine population density and wastewater disposal rates; 3) collecting water samples from groundwater wells and near shore environments to be examined for contaminants from wastewater; 4) collecting and compiling previously published data on groundwater and near shore water quality; and 5) developing a database to store and retrieve the project data. A contractor/environmental consultant will be hired to assist with researching the existing water quality information and analysis of the new data. Another contractor will be hired to build the database. The field work for this project will be conducted by existing DEQ personnel retained to work specifically on this project.

A. Water Quality Sample Collection and Analysis: This quarter DEQ completed collecting samples from CUC wells to analyze nitrite concentration. A total of 74 wells have been sampled. The sampling this quarter was conducted on 2/8/2012. Total cost for the nitrite sampling for the 74 wells was $4,440.00 B. The funds for the procurement of a qPCR analyzer for the DEQ lab were obligated this quarter. This device will allow the DEQ lab to analyze beach marine water samples and determine whether they are contaminated with bacteria in several hours (as opposed to the current methods which takes over 24 hours). The device is expected to be delivered soon. Total cost to the
grant for this device is $52,380.00 C. DEQ staff spent a total of 26 hours working on this project this quarter. Based on the rate that each staff member is paid and the hours they spent on this project,a total of $1,778.72 will be charged to the project for staff time (between January 1 and March 31). This is the Final Report. No more obligations will occur under this grant. |

The DEQ staff spent a total of 26 hours on the project during the past quarter (January 1 to March 31). Most of these man-hours were spent on collecting water samples, and data analysis/project management and reporting, and data entry. The hours spent working on the project will be reimbursed to DEQ from the grant funds. Total man-hours this quarter = 26 hours. The "number of jobs" calculation was performed using guidance from the Office of Management and Budget, Memorandum M-10-08 dated 12/18/09, which states
that "The estimate of the number of jobs created/retained should be expressed as FTEs...to calculate, the number of actual hours worked in funded jobs are divided by the number of hours representing a full work schedule". There were 488 work hours during the previous quarter. 26 hours worked divided by 488 work hours = 0.05 FTEs. |
