U.S. Department of Energy's (DOE) Enhancing State Government Energy Assurance Capabilities and Planning for Smart Grid Resiliency Initiative (called the State Energy Assurance Program) focuses on developing new or refining existing plans to integrate new energy portfolios (such as renewables and biofuels), and new applications, such as Smart Grid technology, into a state's emergency preparedness plans. This program will help contribute to the resiliency of the energy sector, including the electricity grid, by focusing on the entire energy supply system, which includes refining, storage, and distribution of fossil and renewable fuels. DOE's Office of Electricity Delivery and Energy Reliability (OE) will administer this program. The EA Program will provide funding to update the Energy and Utilities portion, Annex L, of the State of Texas Emergency Management Plan (EMP). SECO will serve as the lead on the EA Program and will work in partnership, through sub-awards, with the Public Utility Commission of Texas (PUC) and the Railroad Commission of Texas (RRC). SECO, the PUC and the RRC will partner and coordinate with the following entities: the Texas Governor's Division of Emergency Management (GDEM); the Electric Reliability Council of Texas (ERCOT); the Southwest Power Pool (SPP); the Texas Engineering Extension Service (TEEX); the Texas Department of Information Resources (DIR); investor-owned utilities, power generation companies, municipal utilities, river authorities, and wind providers; and city, county, and federal government officials. This group will work collaboratively to update Annex L to the EMP as it relates to energy reliability in Texas. The updated EMP and newly implemented policies will: strengthen and expand state and local government energy assurance planning and resiliency efforts by incorporating response actions for new energy portfolios and Smart Grid applications, and build in-house state and local government energy assurance expertise.

Quarterly Activities/Project Description During the past quarter, the Texas Public Utility Commission (PUC) and the Texas Railroad Commission (RRC) performed the final revisions to the Energy Assurance Plan (EAP) and the completed EAP was submitted to the U.S. Department of Energy. That plan is designed to ensure all possible means of disrupting the energy supply systems in the state of Texas have been identified with contingency plans in place. That completed the last major deliverable agreed to under the grant and all deliverables have been successfully completed and submitted to DOE. Some additional deliverables spelled out under the Project Management Plan, were also submitted this quarter, including the digitized mapping of the state’s energy infrastructure, the Cyber Security Report and Energy Assurance Practices and Procedures within the RRC. Quanta Technology has completed its report for the PUC that is designed to help Texas utilities cope with severe weather incidents. The report, mandated by the Texas legislature following a protracted series of rolling blackouts in February, 2011, is one of the main reasons requests to extend this grant were approved by the U.S, Department of Energy. Quanta Technology looked at widespread generation outages associated with both extreme heat and extreme cold conditions. The PUC is expected to evaluate any potential rule changes that might be beneficial in averting potential outages due to severe weather. All of the deliverables were met, all of the money was spent, and the contract ended on December 31, 2012.
