EA ENGINEERING, SCIENCE, AND TECHNOLOGY, INC.
The Garland Creosoting Superfund Site (EPA Identification No. TXD007330053) is an abandoned creosote wood-treating facility located on 12 acres at 3915 Garland Road, Longview, Gregg County, Texas, 75602. The purpose of this Task Order is to implement the Remedial Action (RA) for the Garland site which includes the excavation of contaminated soil exceeding the remedial goals and containment of the impacted soil in an onsite Subtitle C, Resource Conservation and Recovery Act (RCRA) containment cell. In addition, a network of ground water recovery wells are to be installed to remove ground water contaminated with volatile organic compounds. The extracted ground water will be treated using an existing ground water treatment system. The RA will be completed in accordance with the objectives of the remedial design (RD). The Record of Decision (ROD), issued 15 September 2006, defined the selected remedy. The RA is the implementation phase of site remediation or construction of the remedy, including necessary operation and maintenance, performance monitoring, and any special requirements. The RA is based on the RD to achieve the remediation goals specified in the ROD. Implementation of the RA involves the procurement of at least one subcontractor and management activities, in addition to technical engineering services. The RA implementation is specifically based on Consolidation and Institutional Controls (ICs) for the soils portion of the overall remedy; and Enhanced Collection Using Extraction Wells and Existing Interceptor Collection Trenches (ICTs) and Treatment, monitored natural attenuation (MNA), and ICs for the ground water portion of the remedy. More specifically, the soils portion of the remedy includes: Consolidation of soil at AOC 1, the soil in the impoundments at AOC 2 (Impoundments 1 through 6 excavated to a depth of 1 foot above the existing ground water table), surface soil in hot spots K-17, K-19, JS-30, D-8 and F-8, and soil and waste from the waste cell above Impoundment 4. The consolidated soil will be placed in the RCRA containment cell (waste cell/landfill) in the general area of excavated Impoundments 1 through 3. The containment cell will consist of an impermeable bottom liner system to prevent contaminated soil from impacting the ground water and an impermeable cap to prevent surface water from reaching the consolidated material. The cap will also prevent exposure of the outdoor worker to the contaminated material. The unit will include a double leachate collection system to collect liquids from inside the unit and direct it to a sump that will be emptied periodically and treated through the onsite ground water treatment system.
The specific components of the ground water portion of the remedy include: extraction of ground water by installing extraction wells in and around the plume of vinyl chloride, MNA of the dissolved-phase contamination, continued operation of the existing ICT and treatment system, and ICs. The ICs will prevent use of ground water at the site, protect ground water monitoring features and the ICT system, and prevent the industrial worker from exposure to ground water. Wells will be installed approximately 30 feet apart and perpendicular to the ground water flow. Dedicated pumps in the extraction wells will be connected to a common header that conveys the extracted ground water to the treatment system.
The construction completion goal for the RA was 30 September 2010. The planned operation and functional determination for the RA is one year after construction completion. The task order closeout is by 10 December 2011.
Significant deliverables include the following: Site Management Plan, Sampling and Analysis Plan, Construction Quality Assurance Plan, Health and Safety Plan, Subcontract Consent Request, Field Documentation, Inspection Report, As-Built Resolution/Certification, Remedial Action Report, Closeout Report, and American Recovery and Reinvestment Act Reporting.

During this quarter, EA Engineering, Science, and Technology, Inc. (EA) supervised the construction completion of a metal roof over the onsite ground water treatment plant. Final erosion mitigation controls were completed during this quarter as well. EA conducted operation and maintenance activities at the site including the troubleshooting of operational issues associated with the original ground water treatment plant control panel and the telemetry system (used for remote access to the plant through the internet). Malfunctioning electrical components were identified and replacement parts were ordered and installed by an electrician. The telemetry system came online during this quarter and the ground water treatment plant was restarted. EA conducted final closeout activities for the Task Order and the period-of-performance for the Garland Remedial Action ended on 31 January 2012. |
