To provide financial and other assistance to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. Individuals and families will receive Prevention or Rapid Re-Housing services depending on their housing status at the time of program entry. The following is a description of services under each category. Prevention Services Prevention services will be utilized when an individual or family still has housing but is at risk of losing it. An assessment will be done to determine eligibility to receive this assistance; the likelihood of housing loss, probability for maintaining housing long-term, and options for alternative resources will be explored. Prevention services may include utility or rental assistance for one or more months (including limited arrearages), working with landlords to avert eviction proceedings, housing stabilization and case management services while assistance is provided, with follow-up contacts and services if needed to ensure continued stability and assess outcomes. Rapid Re-Housing Services Both individuals and families who are homeless (as defined by HUD) will be assessed using a comprehensive tool. Those meeting the low to moderate threshold of barriers for housing will be selected to participate in the rapid re-housing program. Program participants will receive a subsidy for at least three months and up to 18 months. Case management and housing services will accompany the subsidy. Services may include: negotiating greater tenant acceptance rates; lower security deposits and rental rates from landlords; assessing the household’s housing needs to find housing that may have been previously overlooked or unavailable; assisting the household with budgeting and increasing income; repairing credit and rental history; and routine home visits. A recertification will be required every three months to maintain program subsidy eligibility.

Quarterly Activities/Project Description HPRP originally supported 5 contracts that established the means by which some of the case management and housing location services are provided. Fairfax County, which includes over 1 million people, is geographically split into four human service regions. Four of the five contracts provided for community case management services. These four case managers primarily focused on working with households who can be prevented from entering homelessness, one in each human service region. The fifth, and final, contract was with a housing locator coordination agency that was responsible for training, resource coordination, reporting and other responsibilities that create and maintain a seamless system of housing search and placement across the jurisdiction. In this quarter 100% of the funds originally identified for financial assistance have been expended. Local funding is being utilized to sustain community case management and housing locator contracts, as well as financial assistance, through the fiscal year as HPRP funding was expended. A total of 473 households, including 1,279 people, have been served with HPRP funds. A 3-year goal was set to provide financial assistance to 145 households including 348 people. We have far exceeded our goal with 396 households and 1,031 people receiving financial assistance. The HPRP funds have had a tremendous impact on both those who were facing homelessness in our community as well as the services system as a whole. The program has helped the system further define homelessness prevention and rapid re-housing. The program has brought a higher degree of collaboration between homeless services providers in the community.
