The purpose of this project is provide a connection between the core downtown and a number of retail and commercial businesses, industrial areas, churches, and the new Parsons Municipal Centre. The municipal centre houses the city library, museum, welcome center, all public service offices, temporary art and cultural exhibits, and other amenities.
To improve portion of existing curbing and sidewalk and construct of sidewalks and handicapped accessible ramps at each intersecting street on State Route 69 while creating an accessible path between the downtown commercial and residential arhe and the Parsons Municipal Centre.
Street lighting will be provided to meet current Tennessee Department of Transportation requirements. Sodding and plantings will provide a transition from Phase 1 to the Phase 2 area and create a safer environment for pedestrians on the sidewalk.
The 2,452 Parsons residents, approximately 4,000 senior citizens from Decatur County, and the approximately 10,000 visitors to Parsons, Decatur County, Tennessee will be able to walk safely on State Route 69 and have safe access to retail, industrial, and municipal businesses without having to walk in the street bed.
Construct 21,500 square feet of new 5-feet sidewalk; 4,200 linear feet of straight curb, 1,550 square feet of turnback handicap ramps, eight new cross walks and stop bars, 6,300 square feet concrete drive apron, 30 new street lights, and renovate 9,820 square feet of existing, deteriorated sidewalk. Also, plant 57 street trees and 3,750 square feet of sod. Install five pedestrian benches and six trash receptacles. Construct miscellaneous drainage measures throughout the project which include new curb inlets and catch basins. Install conduit to support future installation of traffic signals at 4th street.
