MIAMI-DADE, COUNTY OF


Miami-Dade County will implement 12 projects through the EECBG Program. The County's Energy Efficiency Conservation Strategy (EECS) seeks to maximize energy efficiency and demonstrate and evaluate the use of renewable/alternative energy technologies for government operations (representing 3-4% of countywide GHG emissions) as well as encourage/ incentivize the larger community to do the same. Our integrated strategy combines projects that will: (1) improve our ability to manage and reduce energy use across our government operations and processes; (2) enable, demonstrate and evaluate the performance of energy-efficiency/renewable energy retrofits of facilities and other energy consuming government assets; (3) provide targeted community-wide financial assistance and industry-based financial incentives for energy efficiency and renewable energy; and (4) target behavior change community-wide for energy conservation. This strategy is focused on four key milestones. Milestone 1 is an Improved Ability to Measure and Track and Monitor Energy Performance and GHG Emissions. We will put in place the accounting and energy management software and equipment, process and control strategies as well as the centralized energy management functionality to better manage and reduce energy consumption of energy intensive facilities and industrial processes within the County. This activity will complement and improve upon our existing GHG emissions tracking activity. We expect this activity to continue to sustain itself through further investment and leverage from Florida Power and Light's plans for smart meter installations in Miami-Dade County. The County's existing fuel consumption tracking will be tied into this overall energy management system. With Milestone 2, we will Realize Energy Use Reduction through Improved Measurement and Management, the success of which depends on the achievement of the first milestone and our ability to utilize energy information to achieve successful behavior changes and adjustments to operations and maintenance processes and procedures. We have already undertaken a thorough assessment of our government operation-based fuel consumption and are developing programs to target improved efficiency and reduced consumption including a planned fleet reduction initiative and anti-idling campaign. Milestone 3, Enabling a Culture of Continuous Energy-Efficiency and Increased Use of Renewable Energy is focused on ensuring a sustained ability to improve energy efficiency and displace centralized fossil-fuel energy sources with decentralized renewable energy sources. Grant funds will assist with improved centralized energy coordination that is critical to the success of Milestone 2 and renewable energy demonstration and evaluation pilot projects. Physical improvements in our energy infrastructure are important, but so are the energy conservation behaviors that we need to build a social norm around energy conservation within government and in the larger community. A social marketing-based energy efficiency campaign will be launched, extending the momentum of an existing water conservation campaign, that will educate employees and the public about energy conservation, demand reduction, and environmental stewardship and utilize social networks, interactive forums, online tools, and highly visible umbrella branding to encourage behavior change and provide a foundation for the energy conservation of MDC municipalities and private and non-profit sector organizations. Milestone 4, the Enabling of Successful Community-wide Energy Efficiency and GHG Emissions Reductions will be launched in tandem with our internally focused milestones.

Quarterly Activities/Project Description This is the final ARRA report. All activities are completed and close-out will begin. For Activity 1 - Activity one of the Energy Efficiency and Conservation Block Grant (EECBG), the Enterprise-wide and Facility-based Energy Management Systems Upgrade and Coordination, consisted of three main projects including: (1) The County-wide utility billing software project, (2) the Enterprise Asset Management (EAM) Asset Sustainability Edition (ASE) v8.5 pilot project, and (3) employee energy management training. The goal of this activity was improve the County?s ability to track electricity use and GHG emissions across all departments in order to better analyze consumption patterns and inefficiencies, quantify benefits of energy efficiency improvement projects and promote behavioral change among County staff. Implementation of all three projects was completed on December 31st 2012. For Activity 11, N. Royal Poinciana construction was completed by October 26, 2012. The final demonstration project for Activity 14, which was approved through a grant modification, was completed December 31, 2012. For Activity 15, while grant management close-out support will continue, EECBG funds will not be utilized.
