This ARRA provides for ARRA Cost of Living Adjustment (COLA) and Quality Improvement Funding consistent with the provisions of Section 640(a)(5)of the Head Start and Early Head Start Program. The Bureau's HS and EHS program provides services to over 2,000 children birth to 5 years of age, including pregnant women; operates 19 centers; a home visiting program option, as well as other various program options located in low-income neighborhoods and in homes of eligible families. The Bureau has encountered many challenges as a result of the economic downturn which could potentially lead to a disruption in service delivery and would severely impact our already fragile community. This funding was timely in allowing the Bureau to continue quality service delivery to families being served in the community. These funds were spent over the entire project period of the grant ending September 30, 2010.

Quarterly Activities/Project Description The ARRA COLA award funded the cost-of-living adjustment (COLA) increase of 1.84% in the amount of $299,989 for Head Start and $36,218 for Early Head Start. The ARRA Quality Improvement funded improvements made at the sites and funded facility upgrades including grantees various childcare centers and enhancements in program service amounting to $686,317 for Head Start and $110,234 for Early Head Start. Quality Improvement that were completed and installed were the Child Safety and Attendance Tracking System; Dashboard Reporting; Web-Survey Assessment Tool; HR Upgrade Module; and Mental Health Triage System. Quality Improvement also included staff trainings and development; Partner Forum and training workshops; and created employment for Instructors in Spanish classes and Early Childhood Education. The ARRA Quality Improvement Award was not all expended. Unobligated funds were liquidated during this reporting period. The semi-annual Financial Status Report (SF-269) for period July 1, 2009 through August 31, 2010 was submitted on October 12, 2010. The Final Financial Status Report showing $979.16 unobligated balance was submitted on December 1, 2010.
