This grant will enhance the regulatory capability of the Texas Public Utility Commission with respect to electric service, particularly in ARRA electricity-related areas, including Energy Efficiency, Renewable Energy, Energy Storage, Smart Grid and related topics. The objectives of the grant are to increase the capacity of the PUC to manage an anticipated significant increase in regulatory dockets in ARRA electricity-related areas through hiring and training; facilitate timely consideration by the PUC of regulatory actions pertaining to ARRA electricity-related areas; and create jobs.

Quarterly Activities/Project Description The Commission completed a number of regulatory activities during the quarter. Work continued on a project opened last quarter to address demand response in connection with resource adequacy. Work also continued on a project opened last quarter to review the inputs that include demand response programs used in the development of the Electric Reliability Council of Texas (ERCOT) Capacity, Demand and Reserves Report. A workshop was held to address both projects and to solicit stakeholder comments. As a result, the Commission requested additional comments regarding demand response in connection with resource adequacy; the potential impact of demand response; further integration of this resource into the ERCOT market; and specific proposals presented at the workshop. Staff began work on an informational presentation for an upcoming conference regarding the Commission's energy efficiency implementation project that allows Commission staff and stakeholders to discuss modifications to energy efficiency programs, and procedures, develop deemed savings estimates and templates and determine the overall direction of energy efficiency programs. Staff provided oversight for the Commission’s statewide evaluation, measurement and verification contractor that began work to assist the Commission in documenting the gross and net energy and demand impacts of utilities' individual energy efficiency and load management portfolios; determine the cost effectiveness of utilities' energy efficiency programs; prepare and maintain a statewide Technical Reference Manual; provide feedback for the Commission, utilities, and other stakeholders on program portfolio performance; and provide input into the utilities' and ERCOT's planning activities. Commission Staff worked with ERCOT to explore the feasibility of vehicle to grid technology in the ERCOT wholesale ancillary services market. At the end of the quarter, staffing under the grant was five employees.

Description of Jobs Created This grant has the capability to fund seven employees, five utility specialists and two attorneys. Throughout this quarter, five utility specialists were working. All worked on electricity issues and projects related to ARRA topics.
