The BLM in Wyoming received funding under the American Recovery and Reinvestment Act of 2009 (ARRA) to provide accurate and accessible information to spur renewable energy development on public lands. The goal of this task is to provide a complete and accurate set of land status records, case recordation databases, and derivative geospatial data in order to expedite the processing and completion of renewable energy applications. Under the requirements of ARRA, 377 townships in Wyoming have been identified which currently have authorized or pending wind energy and transmission right-of-way cases, all of which are located in the highest potential wind classification. These townships will be examined for currency and accuracy; the townships are listed in order of work priority. This task is broken into 3 parts, each part not necessarily following on another. 1) Verify that all official records and other documents affecting renewable energy areas are current, complete, and in digital format. 2) Assure data contained in LR2000 accurately and precisely reflects the official record in accordance with revised LR2OOO standards with land description that can be mapped in GIS. 3) Prepare data.to be published on either the intranet or internet. Deliverables: 1. Reports that describe discrepancies between CDI records and the HI pages and plats. 2. Reports that describe discrepancies between CDI, Hl/plats and LR2000 and the changes made to LR2000 data. 3. Reports that identify all LR2000 cases that don't map geospatially and the reason for the problem. 4. GIS data, with FGDC-compliant metadata, in a format to be determined. 5. Excel files of each HI page converted from vellum. 6. Dwg file for each township receiving an updated GCDB layer. 7. Digital image file for each CDI record scanned or otherwise digitized. 8. Any tools purchased or programmed in order to fulfill the requirements of this task along with source code, user documentation, and programming documentation. 9. Cost estimate itemized by Part and subpart. Programming of tools requires separate cost estimate which includes technical aspects of programming. Any programming of tools must be done in compliance with Bureau IT and Security guidance. All tools programmed under this task become the property of the US Government in accordance with standard FAR regulations. 10. By-weekly status reports which provide the current status of work, by part as given above; status of funds spent to date and availability of remaining funds; identification of issues that may preclude the successful completion of any part of this task on time or budget; recommendations of mitigations of issues at hand.
