NEW ORLEANS REDEVELOPMENT AUTHORITY


The New Orleans Consortium is comprised of; 13 Developers, 3 Consortium Members, 2 public agencies and 1 for-profit TA provider. The Consortium's mission includes eliminating blight to stabilize neighborhoods. The neighborhoods with greatest focus are those on the cusp of recovering from damage caused by the 2005 storms, followed by a weakened economy. Despite high vacancy rates, the City maintains one of the lowest unemployment rates and a relatively strong demand for new, moderately priced, single-family housing. To leverage investment will require overcoming the extensive blight that lingers in so many of our neighborhoods. In short, with ARRA's financial support the consortium is poised to stabilize neighborhoods citywide. Grants to consortium partners (developers, landbankers and consortium members) are allocated based on experience, performance thus far and access to eligible properties. All partners except one are engaged in building housing, primarily single family homes or renovating double "shotguns"(duplexes in New Orleans). Three partners are building or rehabbing multi-family buildings for underserved populations and finally one partner is specifically focused on sensitive demolition through selective salvage and deconstruction of blighted properties.

Project Activities Description Administration of Housing Programs
Quarterly Activities/Project Description During quarter 4 of 2012, the prime recipient continued to implement the NSP2 Recovery grant primarily with 4 employees and part-time support from other staff. A Program Manager is retained full-time and 3 Project Managers are retained at least 50% of the time for NSP2 project delivery. The Director of Real Estate is retained for approximately 50% of his time. The prime recipient retains several consultants/vendors to carry out the program but as directed by representatives at the call center, those wages/salaries are not counted in this report. Moreover, the Consortium is comprised of subrecipients (aka consortium members), developers (end users), for profit partner (vendor) and traditional vendors. Since the prime is typically not disbursing any administrative funds to the development partners, the partner's staff are not counted in these job estimates. Otherwise, jobs paid for with ARRA funds are only counted if the partner is engaged in construction during the reporting quarter. General Contractor's submit their jobs reports to the partners who then submit the reports to the Prime.

Description of Jobs Created During the quarter ending on 12/31/12, The Consortium met as a group once in October. All partners are in various phases of construction on their NSP2 units. All partners except 3 have completed construction of at least 5 units. With most of them selling or leasing at least 3 each but many have disposed of closer to 10. Overall, 325 properties have been touched and are near meeting a national objective (this number includes demolished properties). Over 166 units have been leased or sold. NOTE: where the report asks for "Total" we are reporting the total for the quarter being reported on only EXCEPT where the report requests "total federal invoices" and total federal expenditures" Both of these are the total cumulative for the entire grant period. Moreover, Consortium Members are recorded as "subrecipients" and our TA provider payments are calculated as "vendors" for purposes of this report. Reimbursements to developers are not reported separately.
