NAPERVILLE, CITY OF
The City of Naperville (NAP), a municipal electric utility, seeks to automate its electric grid, add 57,323 smart meters, and install infrastructure necessary to support 2-way information flow between the utility and customer. Measurable improvements that will result from accelerated modernization include: (1) Reduction of overall energy use by 819 GWh and decreased peak demand of 26 MW by 2023; (2) Reduction of consumer electricity costs ($22.3M) and 180,000 tons of carbon emissions; (3) Increased economic opportunities for businesses and 139 new jobs
The project’s purpose is to offer customers tools to control their energy consumption and costs using real-time feedback, enable greater reliability and demand response, and provide peak/off-peak differentiated electric rates. Naperville will accomplish this by expanding its communications network, installing digital technology including Advanced Metering Infrastructure (AMI) and smart meters, automating its distribution grid, and implementing Volt/VAR optimization to increase power quality. The project will also prepare the grid to support Plug-In Hybrid Electric Vehicle (PHEV) intelligent charging, dynamic home energy consumption reduction, and customer feedback portals.
The scope of the project will reach all electric consumers in Naperville’s service area. Activities include integrating 16 substations and 60 miles of distribution lines, purchasing $11,651,000 of infrastructure and metering equipment, and installing the latest electric grid software capable of engaging smart grid functions.

During Q1 2013, Naperville continued to install the remaining small number of meters that were not exchanged during the mass meter deployment due to various reasons including broken sockets, code violations, and refusals. Less than 80 meters remain to be exchanged. The primary focus of this quarter has been activation of meters in the legacy Customer Information System as “smart meters” and initiation of customer billing from the energy data provided by the Meter Data Management System. At the same time, the NSGI team continued to test and verify all software components and processes for the project. The main focus of System Testing and Integration was related to performance testing of the automated metering process including user acceptance testing related to Home Area Network devices, validation of metering and billing, and export of data to the Load Control Management System (LCMS). The ePortal testing team continued to test rate change functionality and the demand response capability of the utility and customer interface. Naperville has been working closely with all software vendors to facilitate and resolve production and testing issues. Lists of the issues identified have been logged in the JIRA ticket management system. All vendors were provided with priority list for issues resolution. The testing of the ePortal is expected to continue throughout Q2 2013. The LCMS vendor Calico has several critical issues to rectify in order for Naperville to go live with the ePortal. In the area of customer enablement, the NSGI team sent customer education letters to prepare customers for the upcoming demand charge impact. An ePortal training meeting was conducted with the Smart Grid Ambassadors to solicit feedback and provide an overview of the upcoming Internet tool. All NSGI systems are now in production or in the process of moving from the test to production environment. |
