GENERAL DYNAMICS ONE SOURCE LLC
The DHS Technology Integration Program (TIP) focuses on the development and implementation of an integrated information technology infrastructure for the consolidated DHS Headquarters. Many of the unique challenges of DHS TIP include those posed by this phased construction schedule and transition of employees, many of whom will have to continue to meet their own daily responsibilities throughout the transition period. The General Dynamics team is responsible for the design, procurement, configuration, installation, testing, securing, and maintaining an integrated network infrastructure to transport all DHS voice, video, and data across the consolidated DHS headquarters campus. Once complete, an integrated information technology infrastructure will further enable the unification of DHS executive leadership and operational management, allowing for the most efficient and effective execution of the Department’s critical mission to secure the Nation. The scope of DHS TIP is to create a physically and logically diverse and redundant Campus infrastructure that will support everything on and within the perimeter fence. Open System Interconnection Reference Model (OSI Reference Model or OSI Model) Layer 1 - Physical Layer and Layer 2 - Data-Link Layer are included in their entirety for the Campus. Aspects of Layer 3 - Network Layer are partially included, as are higher layers for on-site specialized systems (e.g., security, smart buildings applications, and fire safety systems.)

In this reporting period, General Dynamics completed transition of all implementation staff to the Campus. Full implementation activities and work is being performed on the campus, with installation and setup of all equipment for the Coast Guard buildings in progress. We have continued to increase the baseline activities, adding more equipment and design elements to the core buildings.

During the first quarter of 2013, General Dynamics continued to create jobs in the technical implementation of the program, entirely on the St. Elizabeth's Campus. The majority of work being performed is in technical implementation and were jobs primarily retained, with the majority of employees being transitioned to the Campus. The increase in jobs created is primarily due to an increase in hours invoiced/worked, and making up any delays in invoicing and recognizing costs/hours. |
