CALIFORNIA TAX CREDIT ALLOCATION COMMITTEE
The U.S. Department of Housing & Urban Development (HUD) provided grant funding to the California Tax Credit Allocation Committee for capital investment in qualified Low Income Housing Tax Credit (LIHTC) projects. The Tax Credit Assistance Program (TCAP) will fill financing gaps caused by the reduction of equity investment in the LIHTC program. TCAP will provide gap financing and cash in lieu of tax credit financing for the construction or rehabilitation of affordable housing projects affected by the deteriorating housing market. The Recovery Act requires housing credit agencies to distribute TCAP funds competitively, in accordance with the Agency's Qualified Allocation Plan. This plan can found at the following website: http://www.treasurer.ca.gov/ctcac/qap.pdf. Projects awarded low income housing tax credits in fiscal years 2007, 2008, or 2009 are eligible for funding, but the housing credit agency must give priority to those projects that are expected to be completed by February 2012.

| Quarterly Activities/Project Description |
TCAP funds will assist 52 projects throughout the state of California resulting in 3,550 units of affordable rental housing. A listing of all 52 projects receiving TCAP funding is posted to our website at: http://www.treasurer.ca.gov/ctcac/arra_apps/awards.asp. Since being awarded TCAP funds, the projects have been moving through the loan closing process. Expenditures and jobs are reported as each escrow is closed and the TCAP loan is recorded. As of March 31, 2013 the California Tax Credit Allocation Committee has closed 52 loans and disbursed a total of $324,117,171 in TCAP funds to 52 sub-recipients. In addition, 51 projects have completed 100% of construction and 1 has completed over 50% of construction.
In late 2010, TCAC reduced awards for four projects, resulting in a final committed amount of $324,117,172 in TCAP funds to be disbursed. Of the $324,117,172, $1 was left undisbursed resulting in a remaining balance of $1,759,943. The remaining balance of $1,759,943 was recaptured by HUD as of February 17, 2012. |

There are various construction jobs that are related to the funding provided to produce affordable multifamily rental units. These jobs include trades such as electrical, plumbing, carpentry, ironwork, equipment operator, property management, and general contractor. There are property management positions created to oversee the multifamily units and to monitor the property to keep it in compliance going forward both during and once the construction is complete. |
