SAN DIEGO, CITY OF
The goal of the City of San Diego Homelessness Prevention and Rapid Re-Housing Program is to prevent people from becoming homeless, divert those entering the shelter system to permanent housing options, and rapidly re-house those who are already homeless. To receive program assistance, households must be at or below 50% of area median income; individuals and families must have an initial consultation with a case manager for eligibility determination; must be homeless or at risk of becoming homeless without this assistance; and have no alternative housing options available or financial resources or support networks needed to retain existing housing. The program expects to prevent approximately 350 cases of homelessness with rental, legal, and credit counseling assistance over a 3-year period. These outcomes will be accomplished through four primary activities: Financial Assistance (short-term and medium-term rental assistance, security and utility deposits, moving cost assistance and/or motel/hotel vouchers); Housing Relocation and Stabilization (case management related to housing needs and stability of program participants, housing search and placement assistance, legal services and/or credit repair); Data Collection; and Administration.

In the quarter ending September 30, 2012, Townspeople (the City of San Diego's HPRP subrecipient for case management) handled 83 HPRP calls and made 43 VASH referrals to the San Diego Housing Commission (SDHC - the City's HPRP subrecipient for program operations) for deposit assistance, provided 55 security deposit payments and completed 38 intake/case management appointments. To date, all files have been closed and have had a final review of documents to confirm housing status, accurate data entry into Service Point, and complete notes documenting that the household would be homeless 'but for' HPRP. All case files have been stored and SDHC is also scanning/uploading files to an internal storage system. All clients have been exited from the HPRP Program and clients unable to find housing in time for security deposit assistance will be referred to the ESG program, if qualified. As of the date of this report, eligible expenditures incurred prior to the Aug. 27, 2012 deadline total $6,161,472.06. It is anticipated the City of San Diego will initiate one additional draw of HPRP Grant funds prior to the deadline of Nov. 24, 2012, leaving a balance of unspent HPRP funds of approximately $6,631.94(or 0.1% of the original grant amount).
