"Assist States to make available special education and related services for children with disabilities age 3 through 5 years, and at a State's discretion, to 2 year old children with disabilities who will reach age three during the school year."
The SEA provides funding directly to the LEAs. LEAs used IDEA Part B - Section 611- Special Education, Section 619 ? Preschool Disabled Grant, and ARRA ? American Recovery and Reinvestment Act are funds for the excess costs of providing special education and related services to children with disabilities, except where IDEA specifically provides otherwise.
IDEA Part B, Section 611, Section 619 and ARRA funds are intended to be used first for unserved children with disabilities. When all identified children are being served, the district may then use these funds to supplement state and local effort for additional services required by other children with disabilities. The funds may be used to: Support child identification, location and evaluation activities; Meet the full educational opportunities goal, including employing additional personnel and providing in-service training in order to increase the level, intensity and quality of services provided to children with disabilities; Meet the other requirements in Part B of IDEA and the American Recovery and Reinvestment Act.
FY 11 finds one district required to use 15% of it 611,619 and ARRA funds for CEIS Comprehensive Early Intervening Services due to significant disproportionality. Additionally, one other district allocated
8-10% of its 611, 619 and ARRA funds for voluntary CEIS planning and services. Funds are reimbursed upon invoice from the sub recipients, any zero dollars dispersed is pending this LEA invoice.
