SEATTLE, CITY OF
Since notice of funding on August 7, 2009 prime recipient City of Seattle- Human Services Department has implemented two major projects with ARRA economic stimulus funding: 1) small business lending to facilitate job creation and retention and serve disadvantaged communities; and 2) loans for public facilities improvements to allow for expansion and/or rehabilitation of structures serving populations hard hit by the on-going economic recession.
1) The City of Seattle Human Services Department and Office of Economic Development (OED) will contract with three community development organizations (Rainier Valley Community Development Fund, Shorebank, and Community Capital Development) to administer loans to small businesses over the next 18 months. The funds will focus on job creation and retention, and service to disadvantaged communities. Target populations include low-mod income entrepreneurs, minorities, immigrants and women, and others most impacted by the recession. The City estimates a total of 40 loans will be funded over the life of the ARRA project.
2) The City of Seattle Homeless Intervention and Block Grant Administration unit (HIBGA) reviewed recent applicants for regular Community Development Block Grant (CDBG) for public facilities projects and prioritized the following activities as targeted to those greatly affected by economic hardship and exhibiting ability to be completed in a timely manner to support job creation and retention. Contracts for payment of facility improvement or expansion are currently being developed for:
Jewish Family Service Food Bank Expansion: Expand and relocate the Morris Polack Food Bank. Expansion has grown increasingly necessary as food bank use has more than doubled over the last three years. The project renovates of a portion of the lower floor of an existing office building. The proposed renovation area is approximately 2,600 square feet and involves interior alteration to existing offices, storage and Food Bank distribution area.
Pike Market Child Care and Preschool: Increase affordable child care space in the downtown Seattle core, thus making it easier for lower income families to secure employment.
SCIDpda Congregate Meal Program Site Expansion & Renovation: Renovate and expand of the facility which serves low-income seniors. Planned improvements will reconfigure the space to increase efficiency of space utilization.
City Office of Housing will contract with Seattle Housing Authority (SHA) for Senior Housing Rehabilitation at the Willis and Reunion Houses. Weatherization and improvement to two SHA owned public facility buildings which serve low-income housing residents. Improvements are targeted to maximize energy efficiency and savings in long-term facilities investment.
Planning and administrative costs for implementation of the City's CDBG-R funded projects are budgeted within the ARRA regulatory cap on administrative costs.

At the end of Q3 2012, the City of Seattle CDBG-R ARRA grant budget was 100% expended among the following projects.
CDBG Community Facilities: All three community facility planned projects have been completed (SCIPDA Nutrition Services rehab; Pike Market Child Care center; and Jewish Family Services food bank)
CDBG Small Business Lending: Rainier Valley Community Development Fund, Community Capital Development and Shorebank lending institutions have distributed 100% of their original allocations to date. Small business loans have been distributed to 21 small businesses ranging from working capital for a small business consultant agency to operations and salary costs for local restaurants, physical rehabilitation services, a florist shop, two different ethnic community grocery stores, a Vietnamese community newspaper, and local services such as an automotive repair shop.
Seattle Housing Authority: Renovation of both the Reunion and Willis House projects are completed.
