PHILADELPHIA, CITY OF
Outlined below is the City's twelve-part plan:
1. Replacement of Traffic Signals with LEDs: Convert 58,000 yellow and green traffic signals and replace approximately 27,000 expired red LEDs. Will save the City $1 million in electric costs each year.
2. Greenworks Loan Fund: Offer low interest loans to owners of commercial and industrial properties that wish to undertake building retrofit projects.
3a. Greenworks Small Business Energy Efficiency Rebate Program: Encourage Philadelphia small businesses and property owners to improve the energy efficiency of their operations by investing in structural retrofits, and energy efficient processes and equipment. The Rebate Program provides grants to reimburse owners of commercial buildings and businesses up to 50% of the cost of eligible projects to a maximum of $10,000.
3b. Greenworks Pilot Technology Program: The City will award grants to help firms pilot new energy efficient technology on public and private buildings in Philadelphia. Specifically, grants will be provided to companies to support the installation and management of pilots of new energy efficiency technologies.
4. Municipal Building Energy Efficiency Retrofits: Identify and fund high-payback energy efficiency projects. Engage ESCO for Guaranteed Energy Savings project at four main City buildings.
5. Purchase of RFID Readers to Support Incentive-Based Recycling Program: Purchase of RFID Readers to Support Citywide Incentive-Based Recycling Program. EECBG funding supports the acquisition of technology to read the tags from the recycling truck fleet. The City anticipates that the program will increase the percentage of waste diverted to recycling by 5-10%, resulting in an additional 30,000 - 60,000 tons being diverted from trash to recycling and saving millions of dollars in tipping fees each year.
6. Bicycle Parking: Fit 1,600 decommissioned meter poles with a bike rack attachment and place another 1,000 bike racks on commercial corridors.
7. Target Energy Budget Support and Training: The City will establish an energy conservation program for City departments and projects. Funding will support the transition to this new program along with the procurement of a sophisticated, user-friendly utility bill management database.
8. Greenworks Philadelphia Monitoring and Reporting: Funding to support the implementation of the City's comprehensive sustainability plan.
9. Building Code Development and Compliance: Support training and public/private coordination necessary to advance goals for building energy efficiency. Funds will be used to support high rates of compliance with ICC2009. Philadelphia expects ICC2009 projects to achieve 15% energy savings over projects compliant with ICC2006. These steps also include a public/private effort to establish ?above code? guidelines that promote high performance construction.
10. Development of the City's Energy Management Capacity: Staff an effective energy management office and to increase the City's capacity to implement advanced aspects of energy management on the both the demand and supply sides of the City's energy use.
11. Placement of 260 Solar Compacting Litter Baskets and 115 On-Street Recycling Units: Replace traditional wire litter baskets along commercial corridors citywide. Scheduled collection will be reduced to twice a week, down from five times a week in this project area, providing a significant reduction in the vehicle miles traveled by diesel powered trash trucks. The on-street recycling units will divert tons of material from landfills for reuse and save the City hundreds of thousands of dollars each year.
12. Philadelphia Water Department 250kW Solar PV Installation: Develop a significant solar project at the South East Water Pollution Control Plant.

| Quarterly Activities/Project Description |
1. Installation of LEDs complete.
2. All loan funds fully committed. Two projects were under construction this quarter and are proceeding on schedule. Two projects were previously completed.
3a. The Greenworks Small Business Energy Efficiency Rebate program ended in 2012 Q4, providing a total of 43 grants.
3b. All GPET grant funds have been fully committed and dispersed.
4. Implementation continued for all Energy Efficiency Fund projects. Projects completed this quarter include installation of new control systems at 2 police stations, installation of new exterior garage doors at a fleet shop. Funding also supported other projects by providing lighting for multiple fleet shops and a replacement chiller for the Philadelphia Museum of Art. Design work was completed for two projects (Fire station window replacement and a recreation center boiler replacement projects) that will be constructed with City funds. Work on projects completed this quarter; final payments processing.
5. Installation of RFID readers complete; program now available citywide.
6. Bike rack installations complete. Installed a total of 1,946 racks: 1,441 meter post racks, 463 sidewalk racks and 7 in-street bike corrals with 6 racks each.
7. Final invoices submitted to support energy management database.
8. No work performed this quarter.
9. Supporting implementation of the City?s new zoning code. Prepared course materials for the Citizens Planning Institute spring session (30 students), covering the city's regulatory incentives for green building and other environmental and health-related factors. Coursework focuses on the new zoning code's rules and regulations on these topics.
10. Energy management work complete. Final bills submitted for payment to support energy procurement consultant.
11. Installation of BigBelly trash and recycling units complete on all planned corridors.
12. The solar PV system is complete and on line generating electricity.
