The Energy Efficiency and Conservation Block Grant (EECBG) award for New Jersey proposes an Energy Efficiency and Conservation Strategy (EECS) that will allocate 71% of its $14,400,700 EECBG funds to 512 local government entities that are not eligible for direct formula grants under the EECBG program, and 29% to the State's Director of Energy Savings for State government buildings and facilities. New Jersey's EECS is driven by policies set forth in the State's 2007 Global Warming Response Act and the 2008 Energy Master Plan (EMP). New Jersey has established goals and strategies for energy efficiency, energy conservation, renewable energy and GHG reduction targets. The energy goals established by New Jersey are both consistent with the American Recovery and Reinvestment Act (ARRA) objective to create jobs and with the EECBG Program goals which are to assist eligible entities in creating and implementing strategies that: o Reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities; o Reduce the total energy use of the eligible entities; and o Improve energy efficiency in the building sector. In keeping with the agenda of the ARRA, and supporting the goal of immediate investment in the economy, the New Jersey State Energy Office's proposed strategy for the EECBG Program will be to allocate funding in a manner that: (1) takes advantage of existing energy efficiency and conservation initiatives; (2) supplements existing programs; (3) allows for expeditious disbursement of sub-grants; (4) creates jobs; and (5) aligns eligible activities of the EECBG Program with the goals and strategies of the EMP.
