This final reporting of New York State???s funded McKinney-Vento ARRA dollars illustrates the tenacity of LEAs to proceed with the challenging pilot programs that were experimented with in their original applications. NYS was able to expend 98.4 % of the McKinney-Vento ARRA dollars allocated to us. Not only were the programs that were funded with McKinney-Vento ARRA dollars able to provide temporarily housed children and youth equal access to the same free, appropriate public education, including a public preschool education, as permanently housed students, but, New York State continues to be proud of the innovative activities that our LEAs have undertaken and have been able to sustain. New York State LEAs supported programs that were as varied as our demographics. New York City typically reports serving up to 80% of our state???s homeless population, supported wrap-around services for middle and high school students in the five boroughs and continue to sustain programming with Liaisons guiding the students and Subgrant dollars fulfilling the programming. Upstate LEAs also continue to support the variety of programs piloted including; full day summer programs, spring and summer vacation programs for all ages, tutoring, team sports, arts, character building and mentoring. Again, as in the case in NYC, upstate LEAs are able to sustain these programs with competitive Subgrant dollars. |

The end of New York State???s McKinney-Vento ARRA funding cycle, 8/31/11, saw New York State experiencing a horrific hurricane and subsequent flooding immediately followed by a tropical storm also with additional flooding devastating four major , but different areas of NYS. The New York State Education Department (SED) and its technical assistance center saw a significant increase in the need for McKinney-Vento assistance that jumped by almost a third from last year to this year. (Last September, 2010, there were 245 callers who sought help from our technical assistance center, whereas this September, 2011, the number jumped to over 350 cases.). Throughout the funding period, SED continued to distribute available ARRA funds to local educational agencies (LEAs) that have been most in need of support to provide educational and related services to students in temporary housing; we based the allocations on the total number of homeless students identified by local educational agencies in SED???s Basic Education Data System (BEDS).
NYS McKinney-Vento ARRA-funded programs have led to successful pilot programs to offer tutoring and alternatives to at-risk students and youth, as well as connections with YMCAs, YWCAs, Boys and Girls Clubs, Children???s Aid Society, Goodwill Industries, and other Community Based Organizations to assist in service delivery. The types of jobs created, saved and expanded include: training coordinators, social workers, teachers, counselors, data analysts, marketing, parent outreach coordinators, and drivers, to mention a few. |
