HEALTH, NEW YORK DEPARTMENT OF
To capitalize the existing Drinking Water State revolving fund to finance the construction of drinking water facilities, green infrastructure, program administration and drinking water related activities. The Drinking Water State Revolving Fund (DWSRF) was created in 1996 as a result of State legislation and legislation enacted by the U.S. Congress. The DWSRF provides a significant financial incentive for municipally and privately owned drinking water systems to finance needed drinking water infrastructure improvements (e.g., treatment plants, distribution mains, storage facilities). This program provides subsidized low interest rate financing for construction of eligible water system projects. As financings are repaid, money is made available for new financings - a true revolving fund. For communities with demonstrated financial hardship, interest rates can be reduced to zero percent. In addition, in the event of severe hardship, Additional Financial Assistance (Grants) may be available.
Since its inception the NYS Drinking Water State Revolving Fund has provided over $2.9 billion in financings for drinking water infrastructure projects throughout the state.

To preserve and create jobs and promote economic recovery through the investment in infrastructure projects that will provide long term public health and economic benefit. Financing 29 drinking water projects including 15 'Green Infrastructure' drinking water projects with ARRA funds. Quarterly activities include the continuance of general project oversight to ensure ARRA compliance on the above referenced projects, the review of all submitted construction/project related cost documentation from the subrecipients to ensure eligibility for reimbursement to contractors, regular project inspections to ensure continued ARRA compliance, and provide overall general technical support to the subrecipients. Provide continuing guidance to subrecipients with respect to Federal ARRA program reporting changes, collection and organization of monthly project reports to facilitate the required ARRA quarterly reporting, reviewing the monthly reports for accuracy, providing required quarterly reports on ARRA, the review and approval as appropriate project change orders, tracking of project disbursements, and providing assistance to the public when project related ARRA questions arise. Provide Completed Works Approvals for projects after they are completed. |
