HEALTH SERVICES, WISCONSIN DEPARTMENT OF
The ARRA funds awarded to the Wisconsin Immunization Program will be contracted to local health departments (LHDs), the Women, Infants and Children Program (WIC) within the Department of Health Services (DHS), and to HP ( Electronic Data Systems -EDS). The intent of the LHD contracts is to increase the number of children, adolescents and adults that are up-to-date with the recommended immunizations for their age group. The LHD contracts allow for activities such as: (a) purchasing equipment related to vaccine storage and handling; (b) providing school based clinics for school-required adolescent and seasonal influenza vaccines; and (c) providing funding for day care center focused activities and adult initiatives. Funds to the WIC Program are to establish a real-time bi-directional interface between the Wisconsin Immunization Registry (WIR) and WIC's ROSIE (Real-Time On-Line Statewide Information Exchange) system and for allocation to WIC Projects for record assessment referral and data entry. The funds to HP (EDS) will establish a more efficient interface between the WIR and health care providers' electronic medical record systems.

The notice of award for this funding was received on September 15, 2009. Funds were allocated to the 91 local health departments (LHDs) with a menu of activities that the funds could be used for. Eighty-seven LHDs accepted the funds and submitted the required documentation outlining how the funds would be used. Three LHDs chose to not accept the funds, one LHD’s allocated funds were redirected to the local tribal clinic and one LHD chose to redirect their funds to a neighboring LHD for a joint project. The Immunization Program strongly encouraged the LHDs that were recipients of the ARRA funds to expend the funds by the end of CY 2010. However, in keeping with the grant guidance from the CDC the LHDs were given the date of December 31, 2011 as the absolute deadline. The LHDs accounted for approximately 75% of our ARRA Operational funds. Many of the LHDs used the funds for school based immunization clinics and adult immunization initiatives that centered around influenza vaccination. These activities started after September 1. Funds were also allocated to the DPH WIC Program to facilitate a bidirectional, real-time interface between the WIC Program’s ROSIE system and the Wisconsin Immunization Registry (WIR) rolled out in July 2010. ARRA funds were also used to enhance the interface capabilities of the WIR and electronic health record systems. Programming work on the project was completed and implemented. Funds were also used to purchase vaccine transport equipment, which is used by the LHD to transport vaccine to remote clinic sites that are held away from their offices and temperature monitoring equipment for their main vaccine storage equipment. Report has been finalized and all inovices from LHDs are processed for the grant period. Because of limited underspending by some sub recipients the award has not been fully spent. |
