The Recovery Act vision at the West Valley Demonstration Project (WVDP) is to create jobs and Western New York stimulus while safely reducing the site footprint and accelerating work in support of the decommissioning of the WVDP. Six major activities/goals have been established. These objectives are as follows: 1.Accelerate decontamination of the former nuclear fuel reprocessing Main Plant Process Building (MPPB) in preparation for demolition 2.Install systems to solidify higher-activity radioactive liquids presently stored in the MPPB 3.Install systems to dry the four underground waste tanks and surrounding concrete vaults (To be complete: 12/31/2010) 4.Install systems to mitigate the GW plume contaminated with Sr-90 5.Accelerate stored radioactive waste processing/packaging 6.Remove the 01-14 Building adjacent to the MPPB

Quarterly Activities/Project Description Status as of August 28, 2011, the end of WVES? contract period of performance, is as follows: Accelerate decontamination of the former nuclear fuel reprocessing Main Plant Process Building (MPPB) in preparation for demolition. -Piping and vessel removal from Off-Gas Cell is approximately 65% complete. -Decontaminated Off Gas Blower Room. -Removed 5,255 linear feet of friable asbestos and 1,600 square feet of asbestos floor tile in the Main Plant. Install systems to solidify higher-activity radioactive liquids presently stored in the MPPB. -Completed surrogate recipe development and verification. -Placed contract and received dry ingredient supply system and other long lead items necessary to install the system. -Remaining scope was discontinued. Install Tank and Vault Drying System. -Completed removal of pump from Tanks 8D-3 and 8D-4. -Completed installation of the Tank and Vault Drying System -61% of the liquids from the four tanks were evaporated. This equates to 15,700 gallons evaporated since system start-up. Install systems to mitigate the groundwater plume contaminated with Sr-90. -Completed installation of the Permeable Treatment Wall and sampling wells. -Completed baseline and first quarter monitoring reports. -Sample collection and analysis indicates good hydraulic performance with no observed groundwater mounding or lateral diversion. Geochemical parameters are currently in line with laboratory and modeling predictions. Accelerate stored radioactive waste processing/packaging. -Completed accelerated processing of 287 m3 of the targeted 100 m3 of contact handled Transuranic waste under ARRA. -Procured a robotic arm system to support waste processing activities. Waste Shipping. -Shipped 48,689 cu ft of waste for disposal off-site. Remove the 01-14 Building adjacent to the MPPB. -Utility isolations initiated in 01-14 building. -Remaining scope was discontinued.

Description of Jobs Created WVES' ARRA work scope completed during the most recent quarter ending 9/30/2011, consistent with completion of the contract period of performance on August 28, 2011. As such, ARRA work was performed for only two months out of the three months available in the period from 07/01/2011 through 09/30/2011. The total number of jobs created for this period was 47 Full Time Equivalents (FTEs), including 36 prime contractor and 11 subcontractors FTE workers. Previous reporting quarter-ending numbers were as follows ? for 6/30/2011, the total number of jobs created was 96 Full Time Equivalents (FTEs), including 65 prime contractor and 31 subcontractors FTE workers; for 3/31/2011, the total number of jobs created was 70 Full Time Equivalents (FTEs), including 47 prime contractor and 23 subcontractors FTE workers; for 12/31/2010, the total number of jobs created was 77 Full Time Equivalents (FTEs), including 51 prime contractor and 26 subcontractors FTE workers; for 09/30/2010: the total number of jobs created was 103 Full Time Equivalent (FTEs), including 68 prime contractor and 35 subcontractors FTE workers; for 06/30/2010: the total number of jobs created was 136 Full Time Equivalent (FTEs), including 93 prime contractor and 43 subcontractors FTE workers; for 03/31/2010, the total number of jobs created was 128 Full Time Equivalent (FTEs), including 84 prime contractor and 44 subcontractors FTE workers; for 12/31/2009, the total number of jobs created was 111 FTEs, including 66 prime contractor FTE jobs and 45 subcontractors FTE jobs; and for the first reporting quarter, ending 09/30/09, the total number of jobs created was 74 FTEs, including 51 prime contractor and 23 subcontractors FTE workers. Jobs are union and non-union, direct hires, and subcontractors. In addition to our current employees working on ARRA related projects, West Valley Environmental Services LLC (WVES) posted, selected, and interviewed candidates to add to the workforce. To fill trade/craft and supervisors positions WVES received 1128 applications, interviewed 166 candidates, and hired 56 trade/craft external candidates. Those interviews also included and resulted in the hiring of 7 supervisors. The distribution of interviewed candidates consisted in 35% urban and 65% rural residents. Three groups of newly hired workers consisting of trade/craft (operations/maintenance) workers and supervisors who are involved in ARRA work activities began training in June 2009. Another group of new hires began training in September 2009 and one last group began late November 2009. Depending upon the new workers? job classification, training could take up to 12 weeks to complete. Training materials covered, among other important topics, radiation and respiratory protection, safety, hazard recognition, lock out/tag out, as well as human resources procedures such as whistleblower protection, DOE hotline, harassment, and equal employment opportunity.
