ARRA Weatherization Assistance Program for Low-Income Persons (ARRA WAP). This three-year program was funded by a $125 million grant from the US Department of Energy (DOE) to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential energy expenditures, and improve their health and safety, targeting those low-income persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children and households with high residential energy use. It is accomplished by providing cost-effective, full-scale home energy efficiency services. Typical work includes air sealing, attic and dense-pack sidewall insulation, heating system improvements and minor repairs associated with the weatherization work. Program services result in a safer, more energy efficient and comfortable home which is a permanent improvement in the lives of the occupants. As part of ARRA, Massachusetts was awarded a $3 million Sustainable Energy Resources for Consumers (SERC) grant. The funding was used to install high efficiency and renewable demonstration measures in low-income, non-institutional multi-family affordable housing.

Quarterly Activities/Project Description The last projects for the $125 million Massachusetts ARRA Weatherization Assistance Program (ARRA WAP) were completed before 9/30/2012 and in this quarter, final invoices are being reconciled.Final report will be submitted in Q1 2013. Over the past three years, Massachusetts ARRA WAP far exceeded its original unit production goal of installing energy efficiency upgrades in 16,926 low-income homes. The total served was 22,293 households: 15,406 units produced by the 12 state-wide Subgrantees; 4,706 in Special Project: State-Aided Public Housing; 1,013 in Special Project: Expiring Use/Preservation multi-family properties and 1,168 in the Sustainable Energy Resources for Consumers (SERC) grant projects. The grant's total beneficiary headcount was 48,724 low-income individuals living in the 22,293 homes that received ARRA WAP services. Each home received an energy audit followed by customized weatherization services which may have included: air sealing, heating system work, attic and dense-pack side wall insulation and health and safety improvements. Following weatherization, households will enjoy safer, more efficient and comfortable homes and can anticipate an average annual savings of up to 30% of their heating costs. SERC projects involved demonstration measures: solar domestic hot water, micro-cogeneration heating systems or super insulation. DHCD invested $1 million in Springfield Technical Community College to develop/ deliver workforce and career training for energy efficiency workers through the Massachusetts Community College network.
