The American Recovery and Reinvestment Act (ARRA) appropriates additional funding under the Special Education Preschool Grant program to assist states in making special education and related services for children with disabilities age 3 through 5 years. Early Childhood Special Education programs were encouraged to consider using ARRA funds to advance the four ARRA education reform goals providing opportunities that would enhance the quality of special education programming and create long-lasting effects for our youngest children. The investment in preschool special education has focused on improving teacher quality, establishing statewide preschool comprehensive data systems, providing standards based instruction and classrooms designed to foster standard based opportunities for learning, and expanding community-based special education placements within the Local Education Agencies (LEAs).

Project Activities Description Special Education
Quarterly Activities/Project Description The Special Education Preschool Grant has allowed early childhood special education in RI to improve its capacity and to improve practice, process, and systems for the provision of early childhood special education. These changes will be sustainable and provide the basis for continued improvement for children. Many of the LEAs have purchased technology to support the implementation of the RI Outcomes Measurement Project that provides for the ongoing assessment and outcomes reporting for all children enrolled in early childhood special education. Some districts have used ARRA funding to establish new programs and services within their districts to allow students to remain in their community. Awards have also been given for district to implement strategies to access families and screen children as part of the Child Find initiative. Funding has gone to districts improving access for young children with disabilities, to improve their capacity to provide extended school year services for students with significant disabilities, and to support professional development programs for parents of young children with disabilities. As of 3/31/12, LEA's continue to work on their previously obligated activities. All ARRA Idea Preschool funds have been drawn down. This award has ended and the report has been marked as final.

The purpose of the upgrade is to enhance accessibility for preschool children with multiple disabilities. Adaptive playground equipment as well as fencing has been purchased for three schools.
