Quarterly Activities/Project Description A review of 13 agencies projects revealed that they served a combined 249,985 people. Real Services, Inc. in South Bend partnered with the Food Bank of Northern Indiana to address a 30% increase in emergency food requirements in its service area. With ARRA, 1,576,491 meals were purchased that equated to seven meals for each dollar spent. Human Services, Inc. in Columbus managed a financial literacy education course, in which 123 people completed the course. One of the success stories was of a couple with two teenage children, one with cognitive disabilities and one with behavioral problems that had trouble with the law. The husband worked for a catering company that served meals to soldiers at Camp Atterbury. The husband was laid off because of the reduction of troops coming to Atterbury for training prior to overseas assignment. He found work at a restaurant at a greatly reduced wage rate. The wife could not work because she was ordered by the court to monitor the activities of her teenage son who was recently released from a detention center. When the couple came to the agency for assistance, they were significantly behind in their rent and utility payments. ARRA funds helped them pay their past due rent and electric bill, giving them a fresh start. Both the husband and wife participated in the six personal finance education classes and became more financially independent. Community Action of Northeast Indiana, Inc. in FT. Wayne concentrated one program on health insurance. Covering Kids and Families is a program with the goal to provide access to health insurance for low-income families and to build a coalition of health care providers to care them, but is continuously in high demand and was financially difficult to operate. The agency was able to hire a full-time Coordinator and infuse life into the program.

Description of Jobs Created Of the number projects created, 896 people were hired by the 13 agencies on a full or part-time basis to provide the added services and 179 jobs were retained. The estimated total jobs created in the State were approximately 1,654 and the jobs retained approached 330. Northwest Community Action Agency, Inc. near Chicago used the bulk of their ARRA allocation in excess of $1.5 million to employ 587 young people from the age of 14 to 24 in a host of non-profit agencies and governmental organizations for the summer. The young people worked about 20 hours per week for approximately 13 weeks at the rate of $7.80 per hour. With this influx of summer employment, the host sites were able to accomplish many projects to improve and enhance their communities. The young workers gained work skills to benefit them into the future. Their families gained additional household income to help weather the economic downturn. NWICA hired four full-time staff for six months to design and manage the project. Community Action of Northeast Indiana, Inc. in FT. Wayne created two jobs and retained one job in a lending institution startup. A major barrier that low-income families face is access to capital. Starting a lending institution helps low-income families build assets. ARRA funding was used to provide for the administrative expenses to start-up the lending process but not the loans, the loan money came out of the agency unrestricted funds. By the end of the ARRA time period, six credit-builder loans totaling $5,720 were made with many more to come. Real Services, Inc. reported the creation of 58 jobs through its partnership with the City of South Bend. Accomplishments through this job creation were: Blight reduced in the most vulnerable neighborhoods; city properties, parks, alleys and neighborhoods were kept in good condition; and, parks and public “no cost” facilities were maintained and in some cases improved.
