The IDEA (619) ARRA grants were disbursed by New York State to its LEA's. These funds were given to districts for allowable uses under IDEA, and help in the provision of special education and related services to children with disabilities. This grant served children ages 3 to 5 years. Districts used funds for allowable activities in areas of staffing, supplies and materials, purchased services (such as professional development), travel, employee benefits, and equipment.

New York State used the ARRA IDEA grants for sub-recipients receiving IDEA funds and used part of these funds to save or create jobs. These programs were implemented consistent with federal IDEA requirements. New York State had an excellent compliance record for reporting from the LEA???s regarding IDEA ARRA funds (well over 95% for most quarters) and the use for job creation or saving of jobs.

IDEA funds may be used by districts to accomplish minor facility renovations, allowing pre-school students with disabilities full access to educational programs. These will necessarily be small projects capable of being fully funded with ARRA funds as districts are not required to have voter authorization to use ARRA dollars for these purposes. These projects will also be reviewed and approved by the Department. Districts have reported that $5.5 million will be used to support such infrastructure improvements. |
