INDIANA HOUSING AND COMMUNITY DEVELOPMENT AUTHORITY
The Tax Credit Assistance Program (TCAP) will fill financing gaps caused by the reduction of equity investment in the Low Income Housing Tax Credit (LIHTC) program. TCAP will provide gap financing for the construction or rehabilitation of affordable housing projects affected by the deteriorating housing market. The Recovery Act requires housing credit agencies to distribute TCAP funds competitively, in accordance with the Agency’s Qualified Allocation Plan. This Plan can be found at http://www.in.gov/ihcda/2514.htm. Projects awarded low income housing tax credits in fiscal years 2007, 2008, or 2009 are eligible for funding, but the housing credit agency must give priority to those projects that are expected to be completed by February 2012.

IHCDA committed $38,048,333 and expended $38,048,333 to 7 TCAP projects, resulting in 852 of units in 6 communities across Indiana. The TCAP program leveraged $44,904,017 in private tax credit equity in these 7 developments. IHCDA provided the TCAP awards as bridge and construction loans and as of March 12, 2012, IHCDA has received $12,329,190 in program income. On May 2, 2012, IHCDA announced the availability of the TCAP funds to be recycled. TCAP funds assisted 7 projects throughout the state in Indianapolis, Richmond, New Castle, Gary, East Chicago, and Michigan City resulting in 852 units of affordable rental housing. A listing of all 7 projects receiving TCAP funding is posted to our website at http://www.in.gov/ihcda/2514.htm
