ARRA provided Ohio with $2,502,601 for Congregate Nutrition Services. Established in 1972 under the Older Americans Act (OAA), the program provides meals to older Americans in congregate facilities such as senior centers, adult day centers, and faith-based settings.
In line with the HHS Strategic Objective Promote the Economic Independence and Social Well-being of Individuals and Families Across the Lifespan, Congregate Nutrition Services help seniors to maintain their health and avoid hospitalization and nursing home placement. Fifty-eight percent of congregate meal recipients who responded to AoAs national survey of elderly clients reported that the meals enabled them to continue living independently in their own homes.
Congregate meal programs are faced with the dual challenge of rising food and other costs in addition to an increased demand for services because of the growing elderly population. Now the economic downturn is forcing many local senior programs to close meal sites or scale back meal services. Funding provided under the Recovery Act will help local senior programs to offset these cutbacks and contribute to the provision of over 630,000 additional meals to vulnerable older adults.
As of 9/30/10 all service delivery was complete. All funds were been obligated by the 9/30/10 deadline and liquidated by the 12/30/10 deadline. |

ARRA Congregate Meal funds will not have any direct impact on ODA (prime-recipient) and/or area agencies in aging (sub-recipients) workforces because Ohio has elected not to use any ARRA funds for adminstration and to allocate all funds to the direct provision of meals.
During our planning process area agencies on aging (AAAs) asked their providers (vendors)to project job creation/retention. Statewide ARRA congregate meal providers project that ARRA funds will create25 FTEs and retain 10 FTEs. To confirm job creation providers submit quarterly reports (based on OMB Guidance M-10-08, which was sent to AAAs on 12/23/09)to their respective AAAs. AAAssummarize the data and send it to ODA for inclusion in the State's quaterly report. For the quarter ending12/31/10 providers report creation/retention of0 jobs. |
